CALL FOR APPLICATIONS FOR CONSULTANCY SERVICES FOR MIDTERM EVALUATION FOR ‘PROMOTING STABILITY, WELL-BEING AND HARMONY FOR MYANMAR MUSLIM AND HOST COMMUNITIES IN THAILAND’

Evaluation context
Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is a Related Organization of the United Nations. IOM is committed to the principle that humane and orderly migration benefits migrants and society. The IOM Mission in Thailand cover all aspects of migration affecting the Kingdom and its neighbors, including labor migration, migration health, counter trafficking, emergency and post crisis, institution building, border management, security and law enforcement.
The project “Promoting Stability, Well-Being and Harmony for Myanmar Muslim and Host Communities In Thailand”, hereinafter referred to as AUP-II [1], is a four-year project (2016-2020), funded by the EU Action Programme ‘Aid To Uprooted People’ and , implemented in three Provinces in Thailand (Tak, Phang Nga and Ranong ). The AUP-II project aims to create stability and harmony by improving living conditions and access to services; standardizing response and care; and, creating coherence and predictability in policy, practice and programming that contribute to the overall wellbeing of marginalised Myanmar Muslims (including Rohingyas) and their host community.

Requirements
The consultant hired on the basis of these Terms of Reference will conduct the tasks in close co-operation and co-ordination with AUP II Project Staff.

The evaluation is expected to take place between April and May 2018 for a total of 6 weeks. The final report should be submitted no later than 31st of May 2018.
Budget and Payment Method
Applicants submit a budget proposal that provide detailed budget in THB. This consultancy work includes data collection to verify the baseline data from vulnerability assessment in 2016. The proposed budget for conducting data collection must be up to THB 150,000. Please note there is no maximum budget set but the offered amount will be considered as one of criteria for selection as mentioned above.
The fee will be paid to the consultant upon delivery of the services described in this Terms of Reference. This fee shall be paid in instalments as follows:

[1]AUP stands for “Aid to Uprooted People” which is the name of the EU budgetline under which the project is funded. The full title of the AUP-I project is ““Livelihoods and Community: Sustainable Solutions for the Forgotten Rohingyas and Host Communities in Mae Sot” (DCI-ASIE/2012/306-122). AUP phase II builds on the achievements of AUP phase I.
