Context:
Under the overall supervision of the Head of sub office in Mae Sot, and under the direct supervision of the VolRep Team Leader in Mae Sot, the incumbent will provide assistance for all activities related to Voluntary Repatriation (VolRep) programme on border areas.
Core Functions / Responsibilities:
Particularly, he/she will carry out the following duties:
- Assist (in close coordination with the VolRep team leader and with other stakeholder i.e. UNHCR and other concerned NGOs partner) in maintaining the VRC centre(s) in his/her respective areas to ensure that they are always in good condition and ready for use at all time.
- Assist in identifying within the local market for the best and safest land transportation for the refugees returning to Myanmar and liaise with logistics and procurement department.
- Under the supervision of the VolRep team leader, provide clerical and administrative support for the VolRep project such as documentation, departure notification and transport requirements.
- Assist in operational activities related to VolRep departures from camp, particularly the process that takes place at the Voluntary Repatriation Centre (VRC).
- Assist in the distribution of cash grant assistance in the camp (i.e. cash grants for transport, NFI, reintegration and food) and, in coordination with Finance/Admin section, keep records of all payments made.
- Assist in compiling on a weekly basis statistics of cash grants assistance distribution.
- Assist on procurement needs of all project related materials as may be needed and including to record all the NFI items that distributed to refugees as well as the amount that remaining in the storeroom.
- Assist in liaising with the camp commanders in order to obtain the necessary permission for refugees to attending their medical follow-up check outside the camp.
- Assist in making payment for the camp-based staff i.e. security guard, interpreter and runner/cleaner in a timely manner.
- Report to VolRep Team Leader on any operational issues or irregularities for immediate and timely follow-up actions.
- Identify and implement measures to maintain a high level of integrity in the program and to listen to the need or the requirement of the refugees related to VolRep process and inform the Head of sub office for any possible follow up actions that may be required.
- When necessary, attending the local coordination meetings with UNHCR, related NGOs partner as well as the Government counterpart related to VolRep issues and provide feedback to Head of office and VolRep team leader in Mae Sot.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
- Bachelor degree from an accredited academic institution in Social Science, Management or related fields;
- 3 years of work experience with UN agency or NGOs or International Humanitarian Organizations in a multi-cultural setting.
- Sound knowledge of migration issue.
- Capacity to work effectively and harmoniously within a team
- Ability to work systematically and with discretion
- Excellent communication, interpersonal, and negotiation skills
- Personal commitment, high responsibility, independence, and drive for results
- Ability to handle a large volume of work efficiently and accurately under time constraints
- Computer/software literate, especially MS Office
Languages
Fluency in English and Thai. Knowledge of Burmese and/or Karen language is an advantage.
