Dimensions of Role
Support the successful implementation of AROs influencing strategy
Work with Country Offices and the Regional Office team to ensure high quality quantitative and qualitative information is available in AROs priority areas: ending CEFM, Youth Employment Solutions and gender transformative programs.
Develop quality, concise and visually attractive reports, presentations, briefings for ARO team members to use in their influencing efforts
Strengthen knowledge management processes in ARO to ensure improved access to information, consistent sharing of knowledge across the team and to promote a culture of learning
Lead the implementation of AROs research agenda
Lead phase two and phase three of AROs research on accelerating efforts to eliminate child, early and forced marriage (CEFM) in Asia. This includes, but is not limited to, developing high quality terms of reference, recruiting and managing external researchers, ensuring compliance with Plan International’s Research Standards and ethical approval requirements, coordinating the field work of consultants, coordinating the review of draft reports, providing feedback to consultants in a clear and concise manner)
Work with regional communications specialist to develop clear, concise and targeted reports, briefings, and presentations of the results of the research.
Share the results of the research with country office teams and Plan International’s global networks.
Provide technical M&E input to relevant regional office projects:
Work with regional project managers to ensure high quality monitoring, evaluation and research (MER) components in all regional project proposals.
Povide hands-on technical assistance to regional project managers in all aspects of design, monitoring and evaluation, including the development and implementation of M&E systems and tools.
Ensure all regional office projects comply with Plan International’s global Evaluation Standards.
Support regional project managers to develop high quality terms of reference reference for all regional office project baselines and evaluations.
Control confidentiality, security, storage and destruction of data collected during regional office initiatives in line with Plan’s global standards
Other
Support efforts by Plan International’s global M&E team to strengthen M&E practice across the Asia region, including leading and rolling out any new initiatives
Participate in RO team meetings as appropriate
Other tasks as requested
Dealing with Problems
Application of knowledge required for the role, complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.
Successful communication with people with a variety of first languages and varying ICT skills, in multiple locations, is required. It is necessary for the post holder to use communication and corporate system tools adaptively, to meet these demands. The post-holder will need to handle challenges with pragmatism and flexibility and have the ability to convince people to modify practices and procedures that they have grown accustomed to.

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives
Knowledge
Good knowledge of results based management and the design of M&E tools and systems
Excellent knowledge of research methodologies and ethical considerations when conducting research with children and youth.
Knowledge of development issues, trends, challenges and opportunities
Familiarity with Microsoft Office software, particularly Excel and Access.
Knowledge of analysing data and summarising findings. Knowledge of specialist software (SPSS, STATA, epi-info, CSPro or similar) an advantage
Qualifications
Preferably a Master’s degree in a relevant area (demography, statistics, planning, development studies, social sciences or other relevant field).
At least 3 years of experience in planning, monitoring and evaluation of social development programs.
