Supply Chain Solutions Specialist (Urgently Required)
TBC works with conflict affected communities in SE Burma/Myanmar and 9 refugee camps in Thailand building preparedness for return and reintegration of displaced people. Through local partners and community led processes, TBC supports access to Food, shelter, capacity building for Community management, and rehabilitation of conflicted affected communities. Now we are urgently seeking Supply Chain Solutions Specialist to join the team.
Job Purpose:
This position will take prime responsibility to facilitate day-to-day operational effectiveness of the Supply Chain and Logistics Unit processes within the organisation, ensuring service-orientation and a focus on support for humanitarian assistance to refugees in camps on the border.

Job Responsibilities:
Supply Chain & Logistics:
- Improve and structure the overall supply chain policy to ensure that processes, tools, and resources are consistent, effective and aligned to TBC’s direction and strategy.
- Provide guidance relating to the design, development, and implementation of tools and processes which facilitate the achievement of supply chain and logistics activities.
- Ensure all procurement activities at the Field level are in-line and compliant with TBC procurement and financial policies, as well as statutory regulations and donor requirements.
- Provide advice and ensure the quality provision of support services for all procurement, transport, storage and distribution systems within the organisation, primarily at the central level but also supporting field operations.
- Ensure the use of these policies, procedures and systems in day-to-day supply chain management Maintain and update tendering schedules, quality standards and market indicators for all commodities regularly procured.
- Oversee the compilation of bid specifications and quality criteria for all tendered commodities.
- Provide leadership and technical advice to the Procurement Committee process.
- Oversee all stages of contract issuance and periodic monitoring, including recommended actions following contract non-compliance.
- Establish parameters for routine and exceptional commodity inspections by registered QA inspection companies, and maintain records of inspection results.
- Maintain and update a complete database of service provider performance records against contracts, and incorporate pertinent information in all Procurement Committee documentation
- Review and roll-out monitoring and accountability systems via the Field Office Support Teams (FOST) to ensure that the beneficiaries receive full entitlements.
- Manage and develop the pool of potential commodity suppliers and service providers at both the central and field level.
- Make every effort to ensure the safety and security of TBC staff and assets related to all supply chain and logistics activities in the provision of humanitarian assistance.
- In conjunction with the Programme Development and Quality Assurance (PDQA) Unit, coordinate the Internal and External Compliance monitoring programme for all camps with the Field Operations Support Teams.
- Develop and implement training workshops for field staff and refugee stipend staff on supply chain management, especially warehousing and accountability mechanisms.
Food Card Programme:
- Coordinate with each Field Coordinator to ensure systematic preparation and implementation systems and protocols are in place for Food Card roll out.
- Conduct various studies and assessment such as readiness assessment, risk assessments, and market capacity assessment adhering to established tools and methods.
- Support selection of delivery mechanisms for cash transfers through field visits, interviews with financial services, traders, potential agents, ensuring that operational aspects of mechanisms available are understood.
- Ensure all TBC’s e-transfer and voucher programs are compliant with standard operating procedures as well as with donor policies and recommended procedures (e.g. CALP) through review with field operations, finance team and technical programme team.
- Conduct evaluations and reviews of Food Card operations and provide training to related stakeholders and staff on accepted best practice as per established standard operating procedures and donor requirements.
- Provide leadership to TBC’s Cash Working Group Team to identify appropriate opportunities to utilise e-voucher Programme techniques.
- Support the capacity development of Food Card Working Group and beneficiaries to implement appropriate Food Card programming, including developing/identifying training tools and opportunities and delivering training workshops and seminars.
- Identify and disseminate information on emerging tools and research, ensuring that TBC staff whose responsibilities focus on e-vouchers are aware of new developments in relation to Food Card Programme.
Job Requirements:
- Bachelor’s or Master’s degree in Supply Chain, Finance, Economics or other related field.
- Minimum 7 years of professional experiences in Supply Chain and Logistics
- At least 3 year experience taking a managerial role in the area of supply chain
- Previous experience of Humanitarian operations is an advantage
- Knowledge of and expertise in supply chain management in complex industry such as consumer goods or large retail/distribution
- Knowledge of and expertise in e-voucher technologies and methodologies, contracting and procurement
- Excellent negotiating skills and vendor management
- Exposure working with governments, NGO’s and donors is an advantage
- Proficiency in computer and online tools used in supply chain management
- Team-oriented and contribute to positive work atmosphere
- Adaptability in the workplace to changing environment and cultural differences
- Excellent command of spoken and written English
