Title: Finance Assistant, American Red Cross
Reports to: Finance Manager, American Red Cross
Location: Based in Bangkok, Thailand
Organizational background:
Under the umbrella of the Federation’s Country Cluster Support Team, the American Red Cross (ARC) provides support for RCRC National Societies (NS) implementing programmes in the area of DM/DP, Capacity Building and other general support that arises between ARC and RCRC through client services, and mutual relationship building between RCRC Societies. ARC is expanding its projects in the region and needs support to do this.
Job Purpose:
The Finance Assistant assists the Finance Manager in performing all key general financial duties and provides finance support services to the Bangkok regional office.
He/She assists the Finance Manager in managing, processing and troubleshooting various accounts and transactions, in accordance with American Red Cross Policies, procedures and internationally accepted accounting principles.
Job duties and responsibilities
Financial Management:
- Ensure daily finance operations including payments, deposits and transfers are managed in an efficient and timely manner;
- Control and ensure payments are issued against Invoices from suppliers, vendors and/or 3rd parties on time (either check or cash)
- Process payments by the due date and stamp “Paid” payments that are disbursed
- Issue and reconcile working advances, per diems and travel costs for staff
- Process wire transfers (WT) in a timely manner
- Prepare and process cash requests to National Headquarters (NHQ) in a timely manner thus ensuring that Office Bank Accounts always has sufficient balance to make all payments
- Manage the bank accounts in Bangkok including reception of transfers from NHQ and transfers between currencies (if necessary)
- Support Finance Manager in managing project related finances on a timely manner and reconcile with field office finance officers
Accounting:
- Manage the Bangkok regional office’s accounting and documents. And submit of accounting files to NHQ;
- Overall responsibility to entry and allocate all expenses and receipts incurred by the office and projects to EPICOR (accounting software)
- Carry out month/year end closing procedures and submit to NHQ in a timely manner
- Ensure all expenses are justified with necessary supporting documentation according to the policies and procedures
Financial Reporting:
- Review and submit monthly financial reports
- Review monthly finance reports including eligibility of expenses, prior approvals and compliance with project agreements/grant letters and other policies and procedures
- Clarify and correct problems with the finance reports
Compliance and Audit:
- Monitor compliance with ARC and donor requirements, rules and regulations
Collaboration:
- Collaborate efficiently with ARC regional office staff to ensure they have needed support and knowledge of ARC financial procedures and systems
- Train and inform ARC regional office on the forms, budget codes, etc. to be used
- Maintain efficient and professional working relationships and communication channel with ARC regional office and ISF staff
Knowledge of American Red Cross:
- Be aware of the ARC regional office objectives, policies and activities
- Understand all principles and all components of the Red Cross Red Crescent Movement
Qualifications, experience and skills required:
- Hold a diploma or its equivalent technical, commercial school or Degree in Accounting/Management/Finance/Related Certificate
- At least 2 years of work experience in finance and accounting role
- Very good understanding of general accounting principles and practices, audit processes, internal control systems
- Good command in English
- Thai citizenship or foreigners holding a valid work and residence permit to live and work in Thailand
