Background

According to the WHO, Thailand has the 2nd most dangerous roads in the world over 2,600 children die and more than 72,000 are injured on Thailand's roads every year. Research indicates that helmet use is the single most effective means of preventing injury among motorcyclists. It reduces risk of death by 40 percent and severe head injury by 70 percent. However, only 7% of children wear helmets when riding motorcycles, even when their parents do. The main challenges limiting helmet use among children are: weak enforcement, inconvenience to the users, perception of helmets as “unfashionable”, and cultural beliefs that fate is predetermined.

Save the Children launched the “7% Project” project in Thailand to decrease motorcycle deaths and injuries among Thai children by increasing helmet use. It started as a small pilot initiative in 2015, and subsequently received funding to scale up activities between 2016-2019. The first year of implementation took place in Bangkok in 2016 and is now being expanded to additional schools. 300 schools were targeted in the 2016-2017 school year, 400 schools in 2017-2018 and 500 schools in 2019-2020.

The 7% Project design employs an integrated approach, that includes partnerships with media, social enterprise, government, corporate partners, schools and communities. The key project components are:

  1. Education: Teaching children why and how to wear helmets, with a focus on utilising social and peer influence to make helmet wearing a habit.
  2. Enforcement: Working with teachers, parents and police to ensure children wear helmets on every trip.
  3. Advocacy and Media Campaign: Launching a campaign to make helmets a required part of the school uniform and using nationwide messaging, events, advocacy and social mobilisation.
  4. Increasing demand: Designing helmets that youth want to wear, and providing opportunities for children to customise their own helmets.

Selection of schools, training of teachers and discussions with district authorities for Year 2 of the project (2017-2018) are currently underway, and work with children, caregivers, schools, the police and other stakeholders will commence in early 2018.

Purpose and Scope of Consultancy

Save the Children would like to commission a consultant(s) to conduct an Impact Assessment on the road safety project, particularly on helmet promotion and law enforcement, among children and caregivers in the target schools group in Bangkok to support the project implementation in making decisions around the future project approach and implementation. The KAP survey should be conducted to complement the findings from the quantitative study.

The KAP Survey will be undertaken for a representative sample from 41 target schools in Bangkok. Two surveys should be conducted, pre and post intervention, and the results compared in order to evaluate the impact of the project intervention in 2018.

Key questions that the KAP survey should answer include:

  • What is the level of knowledge, the attitude and practices around helmet use among children (boys/girls), parents, teachers, and motorcycle taxis (men/women)?
  • What is the level of exposure to messages around road safety and helmet use?
  • Who are the main influencers for helmet use among children (peer, teachers, parents, others)?
  • What helps or hinders parents or caretakers in enforcing helmet use on their children?
  • What helps or hinders motorcycle taxis and caretakers in enforcing helmet use on child passengers?

Research Methodology:

The consultant(s) will be expected to lay out their detailed methodology in an Inception Report following initial consultations with Save the Children. This should cover preparatory work (literature review, sampling, survey tools, enumerator training), field work (consultations, data collection), and analysis (data processing, findings, report, presentation). The deliverables and timescale for the research are outlined below.

The assessment should be undertaken in line with standard ethical considerations and adhere to Save the Children’s ethical guidelines.

Timeline:

The consultant will be required to dedicate an estimated 60 working days to this consultancy work during January to December 2018 subject to the requirements and agreements with Save the Children.

All materials collected in the undertaking of the consultancy process should be shared with Save the Children prior to the termination of the contract. Note that all deliverables will be reviewed and must be approved by the Save the Children MEAL Coordinator, Child Safety & DRR Coordinator, and Child Safety & DRR Specialist.

 Management of Consultancy:

The consultant will report directly to the Child Safety & DRR Coordinator. Technical advice will be provided by the M&E Coordinator and Child Safety & DRR Specialist. Save the Children should approve all plans and documents developed by the consultant

 Consultancy Budget:

The consultant is requested to submit the proposal and all-inclusive budget with their application letter. The financial competitiveness of the fee will be considered in the selection process. Costs involved in the assessment such as materials, travel and taxes, should be included in the budget proposal.

The payment schedule may be negotiated further upon awarding of the contract.

Consultant qualifications and profile:

  • Expertise in qualitative and quantitative research methods and data analysis skills
  • Familiarity and networks within Bangkok education and police agencies very desirable
  • Experience in Road Safety and Helmet Safety promotion is preferred
  • Thai and English language proficiency
  • Ability to work within strict deadlines

The submission must address the terms of reference and include:

  • Name and contact details of applicant
  • Resume/CV of the lead consultant
  • A cover letter outlining the relevant experience and expertise of the consultant and initial ideas on the approach to be taken the achieve the consultancy objectives
  • A draft summary proposal of the research scope, design, methods, and field implementation approach (maximum 5 pages)
  • A detailed quote in THB and USD
