Consultant/ Service Contract for the Bilingual Facilitator (Thai-English) of SEAS Project’s Multi-Stakeholder Partnership Coalition Meetings
Plan International Thailand is currently implementing the Stopping Exploitation through Accessible Services (SEAS of Change) project through the support of Plan International Sweden, Plan International USA, Plan International Finland, Swedish International Development Cooperation Agency (Sida), Kesko Corporation, The Richard and Helen DeVos Foundation, and the Finnish Government’s Finnpartnership Programme.
SEAS of Change looks at critical entry points along the fishing supply chain to develop a multi-pronged approach to fortify it against exploitation and abuse. It envisions a fishing industry that is free from hazardous exploitative child labor and offers decent work opportunities for all, especially girls and young women among migrant populations.
Following a ‘net-to-napkin’ approach, interventions occur from source communities in Cambodia and destination communities in Thailand, to corporate engagements with retailers in consumer countries like Sweden and Finland, intermediary buyers, suppliers and brokers to promote transparency and accountability down the supply chain. Project activities aim to improve outcomes in education, livelihoods, social protection and supply chain engagement.
Due to the wide scope of the project, the implementation of SEAS involves Plan International Thailand, Plan International Cambodia, Plan International Asia Regional Office, Plan International Finland and Plan International Sweden.
After implementing the project for three years, Plan International Thailand is striving to influence changes in the project’s policy environment, to create enabling environment for stakeholder engagement and activity implementation at the community level. We intend to develop policy dialogue with relevant authorities in government agencies to influence those changes.
SEAS project’s current activities have been implemented under four objectives, which are education, life skills and livelihoods, social protection and supply chain engagement. In Thailand, our community-based activities are taking place in Trat, Rayong and Samut Sakhon province. In Cambodia, our Cambodian partners are working in partnership with Plan International Cambodia in Pre Veng and Battambang province.
However, community-based intervention and supply chain engagement by our project alone are not sufficient to ensure improvement in the protection of our targeted beneficiaries. To generate meaningful impact, enabling policy environment for the project’s community-based intervention and supply chain engagement activities is necessary.
Consequently, SEAS project has commissioned three evidence-based studies by external researchers. The studies are expected to inform the project about policy changes that would lead to an enabling policy environment, and the next steps that the project should take to influence those changes to actualise.
Meanwhile, SEAS project and Plan International Thailand cannot alone drive any significant change. We have to work in partnership with allies who share similar vision on the protection of migrant children and youth, particularly those from Cambodia. This had led to the plan to form a multi-stakeholder partnership coalition. The coalition, which includes representatives from international civil society organisations (CSOs), local CSOs, international agencies, business associations and an international corporate, is expected to be the driving engine in the project’s effort to influence policy changes. To consolidate the formation of the coalition, SEAS project has planned to hold monthly coalition meetings over a period of six months, from January to June 2018. The coalition is also expected to support our researchers in their effort to perfect their studies with inputs and reflection from coalition members.
Plan Asia’s SEAS of Change Project is looking for a consultant to facilitate monthly one-day meeting of SEAS Project’s multi-stakeholder partnership coalition for a period of six months, from January to June 2018. This is a part of the project’s policy advocacy initiative to enhance enabling policy environment for the implementation of the project’s community-based and supply chain engagement intervention.
IV. Tasks
The consultant will lead and facilitate series of meetings to be conducted on monthly basis from January-June 2018.
The meetings are intended to consolidate the formation of SEAS Project’s multi-stakeholder partnership coalition, in which representatives from the civil society, public and private sector are expected to participate. The coalition will be led by SEAS Project’s management body called Executive Steering Committee (ESC). ESC members are representatives from Plan International (Sweden National Office and Asia Regional Office), a Finland-based global retailer, Bangkok-based business associations, and international development agencies in Asia region.
The consultant will facilitate six meetings of the multi-stakeholder partnership coalition and work closely with SEAS advocacy specialist to ensure the coalition come up with expected results at the end of each meeting.

During the contract period the consultant will also:
Participate in a half-day preparation meeting with SEAS Project’s advocacy specialist prior to each coalition meeting;
Provide inputs for a preparation of the meeting including guest speakers identifying and the drafting of agendas and materials for the meetings.
V. Deliverables/output
A facilitator report with observation and recommendation on ways forward to be submitted within 10 days after each meeting;
Inputs on meeting minutes, which will be drafted by a note-taker.
VI. Schedule
One-day meeting on the monthly basis for six months, from January-June 2018, at a meeting venue in Bangkok.
VII. Qualifications
At least a master’s degree and/or bachelor degree with work experience on issues related to policy advocacy, migration, child labour, child protection, development, social sciences, or other related field;
Good facilitation skills with experience in facilitating meetings with international participants in English and in Thai;
Experience in developing or participating in policy dialogue with decision-making authorities in the Thai government is a plus;
Proficient in English verbal communication and report writing and a proven ability to publish concise, focused and easily understood research reports;
Excellent interpersonal communication skills and able to demonstrate respect for people with diverse ethnicities, different socio-economic backgrounds and beliefs;
Previous knowledge of and working relations with Plan International is an advantage.
