CfC Summary:

We develop strategic partnerships with governments to help create a positive alternative to institutional care through local family-based care.  We have been operating in China since 1998, helping a generation of orphaned and abandoned children to be placed into good, local families. Following the success of the Chinese project, we have been invited by many Asian governments to replicate its programme. New projects have since been launched in Thailand (2012) and Vietnam (2017).

Job Overview:

We are looking for a Project and Government Liaison Expert to further the development and success of the National Foster Care Project in Thailand, a joint venture child welfare development project between the Department of Children and Youth (Ministry of Social Development and Human Security, Thailand) and Care for Children. 

Using your experience of project development and implementation within the Thai government, you will work closely with the Department of Children and Youth (DCY), the Child Adoption Centre (CAC) and us to prioritise and implement foster care out of Child Welfare Homes, in line with national legislation and our national training programme. This is a critical new role in the National Foster Care Project to ensure all Child Welfare Homes in Thailand are placing children into families following the successful roll-out of the national foster care training programme.

Key Duties:

• Regular and direct communication with senior government officials and related staff in the DCY and the CAC to share our Core Business Model and Theory of Change
• Regular and direct communication with the Superintendents, foster care staff and other related staff at the Child Welfare Homes
• Ensure Child Welfare Homes are prioritising, implementing and developing foster care in their communities
• Regular visits to each Child Welfare Home throughout the country
• Accompany our training team to training workshops
• Analyse obstacles to foster care faced by Child Welfare Homes, and recommend solutions to DCY, AC and CfC
• Report to CfC about latest developments within the government concerning foster care
• Advocate within the government for foster care as a positive alternative to institutional care, in line with government legislation and policy
• Regularly engage with various national and international media outlets to raise positive national awareness of foster care in Thailand
• Attend at least one monthly staff meeting in Chiang Mai

We are looking for a candidate with managerial qualities, strong autonomy, and a “can-do” attitude who will embrace any task presented to them.

Job Requirements:

Education:

• A university Degree in Social Work or Psychology would be a distinct advantage and/or educational background in Political Science, Public or Business Administration
• Master degree is a strong asset

Professional Experience:

• Familiar with Thai government structures and processes
• Demonstrated experience in liaising and co-operating with senior government officials
• Relevant professional experience on social development issues and specialist advisory services
• Knowledge in child protection, foster care and child welfare would be an advantage

Languages and Skills:

• Language proficiency in both written and oral English and Thai
• Excellent interpersonal communication, presentation, report writing and analytical skills
• Negotiating capabilities, problem solving, decision making, good planning and organisation ability
