The incumbent of this position is responsible for leading on regional financial information including and strategic & technical advice to Project/Country Offices on overall subaward financial management and backstop assigned Project/Country Offices including providing guidance on all day-to-day financial operations, financial (donor) reporting, and budgeting.
DUTIES AND KEY RESPONSIBILITIES :
- Lead on APRO regional financial information such as revenue forecasts, KPI quarterly reports, and other ad-hoc financial management reports.
- Lead on subaward management for APRO region including projects start-up, pre-award assessment, subawardee annual budget, and projects close-out.
- Coordinating with Project/Country Offices on subaward management new initiatives, focal point for subaward tracking system, and consolidating regional subaward financial reports.
- Provide training and support Project/Country Offices in designing trainings to subawardees on FHI360 financial procedures and donor’s rules and regulations.
- Backstop Project/Country Offices that are assigned within APRO region by providing overall financial advice including financial performance, risks and compliance, and audits.
- Directly supervise one full time finance staff. Ensure training and capacity building for team member in order to increase the level of technical ability and skills
- Works closely with Project/Country Offices to ensure quality and timely financial reporting such as Month-end closing, Expenditures tracking and Pipeline analysis, and Donor financial reports
- Prepares and/or reviews Project/Country Offices in their annual budget process to be consistent and in compliance with FHI 360 and donor requirements.
- Monitors and reviews Project/Country Offices cash flow requests and submits to HQ to process cash transfers.
- Develops and implements capacity building plan for Project/Country Offices by trainings, regular meetings, and site visits.
- Conducts an orientation program to Project/Country Offices on FHI 360 financial system, policies and procedures, subaward management, and other financial related matters.
- Coordinates with Program Management Unit and other departments to ensure sound financial and operational management in Project/Country Offices.
- Performs other related duties as assigned.
CONTRIBUTION:
- Consolidating regional financial information such as revenue forecasts, KPI quarterly reports, and other ad-hoc financial management reports.
- Be the focal point on all subaward management matters for APRO region including projects start-up, pre-award assessment, subawardee annual budget, and projects close-out.
- Provide training and support Project/Country Offices in design trainings to subawardees on FHI360 financial procedures and donor’s rules and regulations.
- Backstop Project/Country Offices that are assigned within APRO region by providing overall financial advice including financial performance, risks and compliance, and audits.
- Review/prepare monthly financial reports, donor reports, and other financial reports (e.g. burn rate, and pipeline analysis) from Project/Country Finance and submit to HQ/donors.
- Provide training and orientation on all financial related matters to Project/Country offices as necessary.
EXPERTISE AND COMPLEXITY:
- Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
- Budget monitoring and general ledger skills.
- Relevant software skills to include automated accounting software, database spreadsheets and Management Information Systems.
- Follow-up request in an efficient manner
- Report to supervisor on variance and status on regular basis
- Handle financial and quantitative information with accuracy and precision; resourceful in gathering, verifying and analyzing financial data.
- Ability to handle multiple tasks and demanding schedules to deliver high quality results on time
- Flexible approach to working hours and the ability to work under pressure
- Ability to work in, and contribute, to team building environment.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Ability to travel (domestically and internationally) as needed up to 20%, including weekend.
MINIMUM REQUIREMENTS:
- Bachelor’s degree in Accounting, Business Administration or Finance, at least 7 years in the management of financial and budgeting processes within a non-government organization or business
- Experience must reflect knowledge, skills, and abilities listed above.
- Experience with international NGO preferred.
- Strong management capacity, encompassing planning and people management skills
- Excellent organizational and time management skills, including the capacity to manage concurrent priorities and meet deadlines
- Strong written and verbal communication skills
