ทนายในคลินิคกฎหมายทำงานด้านผู้ลี้ภัย

มูลนิธิประชาชนเพื่อประชาชนตั้งอยู่ที่กรุงเทพมหานคร ให้ความช่วยเหลือแก่ผู้ประสบปัญหาด้านสิทธิมนุษยชน เปิดรับสมัครงานตำแหน่งทนายทำงานกับโครงการคลินิคกฎหมายของมูลนิธิชื่อ Center for Asylum Protection (CAP) ซึ่งให้ความช่วยเหลือทางกฎหมายแก่ผู้ลี้ภัยในเขตเมืองที่ยื่นคำขอลี้ภัยต่อสำนักงานข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ (UNHCR) CAP ทำงานทั้งในด้านกฎหมายและนโยบายเพื่อผลักดันให้มีการช่วยเหลือแก่ผู้ลี้ภัยและผู้ขอลี้ภัย (อัตราเงินเดือน 50,000 – 60,000 บาท แล้วแต่ความสามารถและประสบการณ์)

ลักษณะงานและความรับผิดชอบ

1. ให้คำปรึกษาและคำแนะนำทางกฎหมายแก่ผู้ลี้ภัยและผู้ขอลี้ภัยในประเทศไทย
2. ค้นคว้าข้อมูลกฎหมายให้กับองค์กร ตลอดจนติดตามและรวบรวมกฎหมายใหม่ที่เกี่ยวข้องกับผู้ลี้ภัยและประเด็นที่เกี่ยวข้องและเสนอต่อทีม
3. วิเคราะห์และปรับใช้กฎหมายเพื่อหาช่องทางให้ความช่วยเหลือผู้ลี้ภัยและผู้ขอลี้ภัย
4. เป็นตัวแทนทางกฎหมายให้กับผู้ลี้ภัยและผู้ขอลี้ภัยในการติดต่อกับหน่วยงานอื่น รวมทั้งการยื่นฟ้องคดีต่อศาล
5. จัดทำเอกสารทางกฎหมายและให้ความเห็นทางกฎหมาย
6. สร้างความสัมพันธ์ ติดต่อประสานงาน และทำงานร่วมกันกับหน่วยงานภาครัฐเพื่อผลักดันประเด็นผู้ลี้ภัย
7. ติดต่อประสานงานกับเจ้าหน้าที่ฝ่ายคุ้มครองขององค์กรและหน่วยงานอื่นๆ ในภาคเอกชน รวมทั้งองค์การสหประชาชาติ
8. ให้คำปรึกษาทางกฎหมายแก่เจ้าหน้าที่ในองค์กรและร่วมจัดทำระเบียบข้อบังคับขององค์กร

คุณสมบัติทั่วไป (ตำแหน่งนี้เปิดรับเฉพาะผู้มีสัญชาติไทย)

1. ปริญญาตรีหรือโทสาขานิติศาสตร์
2. มีประสบการณ์ในการทำงานด้านกฎหมายไม่น้อยกว่า 5 ปี
3. มีใบอนุญาตทนายความและมีประสบการณ์การว่าความ
4. เข้าใจหรือมีความสนใจในการทำงานกับกลุ่มคนที่มีความเปราะบาง
5. กระตือรือร้นที่จะเรียนรู้ในประเด็นที่เกี่ยวข้องกับงาน สามารถทำงานได้ในสังคมการทำงานหลากวัฒนธรรม
6. มีทักษะการสื่อสาร สามารถติดต่อประสานงานกับหน่วยงานรัฐและองค์กรเอกชนอื่นๆ ได้
7. สามารถสื่อสารภาษาอังกฤษได้

คุณสมบัติที่อาจได้รับการพิจารณาเป็นพิเศษ

1. มีประสบการณ์การทำงานด้านสิทธิมนุษยชนและ/หรือประสบการณ์การทำงานกับคนต่างด้าวและ/หรือคนไม่มีเอกสาร
2. มีความรู้เรื่องกฎหมายผู้ลี้ภัยและ/หรือมีประสบการณ์การทำงานด้านผู้ลี้ภัย

Lawyer in Refugee Legal Clinic

People Serving People Foundation is based in Bangkok and provides assistance to vulnerable people.  PSPF is pleased announce the opening of a position for a lawyer to work in its legal clinic - Center for Asylum Protection (CAP) - which provides legal assistance to urban refugees. CAP works on both legal and policy issues to advocate for the rights of refugees and asylum seekers. (Salary: 50,000 – 60,000 baht, depending on work experience)

Job Description and Responsibilities

1. Provide legal advice to refugees and asylum seekers in Thailand.
2. Conduct legal research for the organization including relating to new law and policy developments.
3. Analyze and implement opportunities for legal interventions for refugees and asylum seekers.
4. Represent refugees and asylum seekers to other organizations including in courts.
5. Produce legal documents and provide legal opinions.
6. Conduct advocacy in relation to the status of refugees and asylum seekers with the Thai government.
7. Coordinate with CAP protection staff and NGO partners including UNHCR.
8. Provide advice to staff and help to revise office’s regulations.

General Qualifications (This position is open to Thai nationals only)

1. Bachelor’s or Master’s Degree in Law.
2. At least 5 years of experience as a lawyer.
3. Possession of lawyer license and litigation experience.
4. Knowledge or interest in working with vulnerable people.
5. Enthusiasm to learn new skills. Ability to work in multi-cultural environment.
6. Strong communication skills. Ability to coordinate with government agencies and NGOs.
7. Ability to communicate in English.

Preferred qualifications

1. Experience in human rights work and/or working with undocumented persons.
2. Knowledge of the refugee law framework and/or experience in refugee work.
