Re-advertisement Position: Data Collector, Child Protection Assessment

Background to the assignment

Coram International is implementing a baseline assessment of specific indicators related to the Thailand Child Protection System for UNICEF. The assessment is taking place in 95 subdistricts within 21 Provinces across Thailand: Phayao, Chiangmai, Kamphengpetch, Phitsanulok, Udon Thani, Ubon Ratchathani, Kalasin, Roi-et, Supanburi, Nakhonpathom, Singburi, Chonburi, Chantaburi, Kanchanaburi, Ratchaburi, Trang, Ranong, Chumporn, Songkla, Pang Nga, Nakorn Srithammarat. The purpose of the baseline assessment is to collect data related to the functioning of the child protection system and coordination of services in Thailand.

Data will be collected in relation to a number of specific indicators, which will provide a baseline for measuring future progress.

The specific indicators across which data will be collected are as follows:

1. The percentage of children identified as either ‘at risk of’ or exposed to violence (in the previous year) who received appropriate child protection services;

2. The percentage of provinces that apply standard case management procedures;

3. The percentage of provincial child protection committees that had a child protection annual work plan and data collection system in the previous fiscal year.

Scope of work Enumerators will be responsible for the following tasks:

• Task 1: Attending a week of training in Bangkok on the data collection methodology and tools

• Task 2: Collecting data across 8-10 subdistricts, including: o Administering oral surveys and filling out a standardised survey questionnaire; o Reviewing files and record keeping on child protection cases and filling out a standardised ‘index/ checklist/ assessment’ tool o Entering data into an excel sheet o Delivering completed surveys and assessment tools to the Coram International team

Competency and the expected requirements Essential

• At least undergraduate degree in a related subject, preferably social work or child related studies;

• Knowledge and understanding of how to administer a survey;

• Willingness to travel to different regions/ subdistricts across Thailand as required (specific locations to be confirmed);

• Flexible and open minded approach to solving problems and completing tasks;

• Strong organisational skills;

• Excellent inter-personal and communication skills;

• Computer skills (especially email and Microsoft Office);

• Fluent in Thai and be able to communicate in English

Desirable

• Previous experience working in the field of child protection

• Previous experience working for an international NGO or other international agency;

• Fluency in English

• Previous experience administering surveys;

• Previous experience working with children;

Deliverables Enumerators will be required to meet the following deliverables:

• Schedule/list of survey participants accessed;

• Completed survey forms;

• Completed index/ checklist/ assessment forms;

• Excell sheet with entered data.

Remuneration and other expenses: Fixed rate of $50 USD per day, including DSA. Fees will only be paid for working days.

All costs associated with transport for field research will be covered separately by Coram International.

Time frame:

Task 1 (Training): 25th – 29th September, location: Bangkok

Task 2 (Data collection): 2nd October – max. 20th October (roughly 10-15 working days, TBC)
