As an international cooperation enterprise for sustainable development with worldwide operations, the German government owned Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH operates on behalf of German Ministries, the governments of other countries and international clients. GIZ has a record of more than 60 years working in Thailand. For the Thai Rice NAMA project, we are currently looking for a local financial consultant to conduct an in depth due diligence assessment between July and November 2017.
Thai Rice NAMA
The Thai Rice NAMA will reach out to 100,000 rice farming households to shift from conventional to low-emission rice production in Thailand. The project will work with farmers and farmers’ associations as well as external service providers (e.g. for land-levelling) in adapting these advanced farming practices and develop respective incentive schemes including financial support. While Thai Rice NAMA plans to focus on six relevant provinces in the Central Plains of Thailand, its replicability of this innovative approach on the national scale and also in the ASEAN region will be facilitated by the NSP. Local Financial Consultant:
Objective of the assignment
The primary objective of the assignment is to conduct a due diligence (DD) process during the detailed planning and preparation (DPP) of the Thai Rice NAMA project. The due diligence process includes i) Eligibility Check for Bank of Agriculture and Agriculture Cooperatives (BAAC), Thailand and ii) the Enhanced Due Diligence of the financial service provider. Both steps are described in more detail in Annex 5 of the Terms of Reference (ToR) (available upon request from a qualified candidate), “GIZ Guideline for the Due Diligence of Financial Institutions”. Among others this shall include an analysis of the project’s financial risk profile, a sector and financial market analysis including the ability to serve rice farmers in Central Plains province, as well its adherence to social and environmental standards. The required reporting formats for the eligibility check and enhanced due diligence are attached in Annex 3 “Eligibility Check” and Annex 4 “Enhanced Due Diligence for Financial Service Provider”.
Tasks
- Collect all necessary data to conduct eligibility check and enhanced due diligence; a detailed list of documents is found in Annex 1.
- Conduct an off-site review of all relevant documentation of the financial institution
- Write detailed off-site assessment along the structure detailed in Annex 3: Eligibility Check.
- Hold on-site interviews with relevant stakeholders of the financial institution (a list of stakeholders is attached as Annex 2), including staff members at the branch level and conduct a review of end-borrower loan files belonging to the target group.
- Write a final report outlining the findings of the off- and on-site review along the structure attached as Annex 4: Enhanced Due Diligence. The report should also include, if necessary, areas that benefit from technical assistance. Deliverables
Qualifications
- Minimum of 5 years’ experience in the area of analyzing financial institutions and conducting due diligences (e.g. according to the CAMELS rating comparable methodology);
- In-depth knowledge of the financial / banking sector in Thailand (ideally in agricultural finance)
- Excellent English and Thai communication and report writing skills.
