As an international cooperation enterprise for sustainable development with worldwide operations, the German government owned Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH operates on behalf of German Ministries, the governments of other countries and international clients. GIZ has a record of more than 60 years working in Thailand.  For the Thai Rice NAMA project, we are currently looking for a local financial consultant to assist in developing the financial mechanism of the project, and to assist with quality assurance between July and November 2017.

Thai Rice NAMA

The Thai Rice NAMA will reach out to 100,000 rice farming households to shift from conventional to low-emission rice production in Thailand. The project will work with farmers and farmers’ associations as well as external service providers (e.g. for land-levelling) in adapting these advanced farming practices and develop respective incentive schemes including financial support. While Thai Rice NAMA plans to focus on six relevant provinces in the Central Plains of Thailand, its replicability of this innovative approach on the national scale and also in the ASEAN region will be facilitated by the NSP. The project has been accepted for the detailed planning and preparation (DPP) phase by the NAMA Facility supporting governments. Local Financial Consultant:

Objective of the assignment

The primary objective of the assignment is to contribute to the implementation strategy of the financial component of the Thai Rice NAMA project in close cooperation with Bank of Agriculture and Agriculture Cooperatives (BAAC), Thailand:

- Provide information about the current market situation.
- Review the financial strategy/financial mechanisms.
- Elaborate on details on the financing mechanism.
- Provide strategic advice to international consultant with regard to the suitability of the financial mechanisms.

Tasks

- Hold on-site interviews/meetings with relevant stakeholders of Bank of Agriculture and Agriculture Cooperatives (BAAC), Thailand.
- Collect necessary documents from of Bank of Agriculture and Agriculture Cooperatives (BAAC), Thailand and other relevant stakeholders in the sector.
- Support the international financial expert in developing the project financial mechanism as well as coordinate with technical experts on linkages with financial models and mechanism.
- Write a final report contributing to the NAMA Support Project Proposal and its Annexes.

Qualifications

- Advanced degree in either Agriculture, Rural Finance, Economics or Business Management
- Minimum of 10 years’ experience in the area of agricultural finance that target small-holder farmers in Thailand.
- Excellent in Thai (preferably native speaker) and English communication and report writing skills.
