BACKGROUND
Help without Frontiers (www.helpwithoutfrontiers.org) is an NGO that was established to provide aid, help and relief to Burmese refugees and migrants in Thailand and Burma.
Since 2002, Help without Frontiers has provided support along the Thai-Burma border to displaced people who find themselves in emergency situations from which they are unable to escape without assistance; most of them are children and youth, and we give them a chance for a better and brighter future.
At Help Without Frontiers we focus on five core areas; Education; Youth; Health; Community Development; Child Protection

To create a world where help can be provided to the most vulnerable and marginalised populations without discrimination, without exclusion and without borders.
ROLE PURPOSE
To lead and facilitate all programs under HWFTH, ensuring integration and quality of all programs (design, implementation, monitoring and evaluation). To manage relationships with partners and donors. To support the development of organizational goals and mission. Works with Programme Managers and helps them to develop implementation plans for their projects, including monitoring and evaluation and publications. Ensures effective implementation of the project s/he is responsible for, if applicable.
RESPONSIBILITIES:
Programme planning / development
- Develop HWFTH’s short-long term strategic plan.
- Develop HWFTH’s annual plan, action plan.
- Ensures programme teams are implementing activities in line with donor requirements to achieve project outcomes.
- Coordinates the preparation of timely and cost effective operational plans, budgets and strategic plans with the program team.
Management
- Develop, direct, and facilitate the design of efficient strategic plans.
- Leads programmatic management of all programmes under organization.
- Facilitate the establishment and implementation of standards of accountability, effectiveness and efficiency in the achievement of organization’s program framework.
- Ensure that programme teams are provided with technical support in programme management; design implementation, monitoring, and evaluation/assessment/reflection.
- Facilitate and coordinate advisors for drafting and management of programme annual budgets.
- Regularly monitor and follow up implementation and management of all projects/activities with reports, including budget plan vs. actual spending in order to meet a high standard.
- Ensure quality and timeliness of all reporting before submitted for approval and distributed to relevant parties.
- Manages, motivates, develops, coaches, and monitors team performance to achieve performance expectations and standards.
Monitoring, Evaluation and Reporting
- Lead and facilitate monthly programme meetings.
- Monitor the progress of programme activities and evaluate the effectiveness of projects on an ongoing basis.
- Work with programme managers and project coordinators to produce progress reports according to donor requirements.
- Develop programme monitoring and evaluation tools.
- Innovates on systems to improve efficiency and cost-effectiveness of programme activities.
- Prepare project proposals together with Grant Manager and Fundraising Manager to submit to appropriate donors.
- Handle programme complaints from partners / donors and beneficiaries.
Qualifications required
- University degree in social science, political science or any relevant field;
- Minimum 5 years experience as a development professional in planning, monitoring, and evaluating programs, and at least 3 years in a management or mentoring position;
- High-level project management skills, including programme planning, implementation, monitoring evaluation and reporting;
- Superior written and oral communication skills and a high level of competence in English, with the ability to write analytical reports, donor reports and project proposals;
- Experience in providing support to colleagues working on thematic projects, including content editing their reports;
- Good interpersonal skills, with the ability to network in a multicultural environment and to develop strong professional relationships with team members and other stakeholders;
- Excellent organizational and managerial skills;
- Ability to analyze, integrate and/or bridge diverse information from varied sources and produce crisp and sharp reports/articles/statements;
- Proficiency in use of Microsoft applications, including Excel and Word;
- Good knowledge of accounting practices, policies and procedures;
- Team and project management skills which produce measureable revenue outputs;
- Accountability and the ability to deliver on agreed tasks to a high standard;
- Ability to work independently and to meet deadlines;
- Ability to work in a multicultural environment and with people from a diverse religions, professional backgrounds and levels of authority;
- Willingness to travel, as required.
