Project Title: Education in Emergencies in Shelters
Migrants, irregular migrants, asylum seekers, and victims of human trafficking in Thailand remain contained in shelters and detention centers where they are often denied basic and social services. The Rohingya from Myanmar and Bangladesh are part of a stateless minority. As such, they have suffered persecution for decades. An estimated 170,000 of them have made the perilous journey across the Bay of Bengal since 2012. These departures can be voluntary as well as forced. The issue made the headlines when 6,000 to 8,000 migrants, refugees, and trafficking victims were stranded at sea on abandoned boats, and denied entry to Thailand, Malaysia, and Indonesia by national authorities.
Since 2015 SC Thailand has been supporting education in the shelters in the south of Thailand. Recent learning assessments indicate that many of the children are falling behind in the development of basic skills of literacy and numeracy. It is not within the political mandate of the shelter staff to provide education services for children. In some cases, shelter staff, have been trying to adapt to the situation and develop some educational activities but lack the technical capacity and materials to do so effectively.
But education cannot wait and it remains vital that children are provided with trauma sensitive education services, both for the psychosocial benefits and security that they bring, and for their fundamental role in child development and offering a pathway to a brighter future. SC Thailand’s programs has thus aimed to meet basic needs of vulnerable displaced groups living in these shelters, and to inspire policy changes with regards to these groups in Thailand. SC has developed a basic curriculum framework, a teacher handbook, a series of parent engagement sessions, and provided training in the provision of EiE.
Save the Children is striving to ensure that all children learn from a quality basic education. In Thailand, our goal in EiE is to ensure children affected by conflict and emergencies access safe learning environments and demonstrate resiliency through social and emotional learning outcomes. The Education in Emergencies in Shelters, project aligns well with the mission of Give2Asia by ensuring the proposed activities meet the unique needs of children and particularly Rohingya children reside in shelters in southern Thailand.
This project aims to strengthen the institutions responsible for children residing in shelters, create capacity building for shelter staff – particularly as it relates to the provision of trauma sensitive education services, and create additional lesson plans, in accordance with the needs of women and children in Suratthani.
Detailed tasks:
The consultant will be hired for the period of 7 months (July – January 2018). She/he will be required to contribute approximately 10 working days per month, including at least 4 working days at the school/shelter.
This position is home-based. She/he will be allowed to utilize SC’s office utilities as see fit and appropriate to the deliverables described in this consultancy. Any incurred expenses, for example materials and local transportation, can reimburse with invoices and receipts as permitted by SC financial regulation.
The financial competitiveness of the fee will be considered in the selection process.
