Introduction:

Plan is an international, child-focused development organization that strives for a just world that advances children’s rights and equality for girls. Plan works to a) empower children, young people and communities to make vital changes that tackle the root causes of discrimination against girls, exclusion and vulnerability, b) drive change in practice and policy at all levels and, c) support the safe and successful progression of children from birth to adulthood.

Background

Plan International Thailand partnered with UNESCO’s Asia-Pacific Regional Bureau for Education (UNESCO Bangkok) on developing and piloting a model project to strengthen the capacity of the Thai education system to prevent and respond to school-related gender-based violence, including bullying on the basis of sexual orientation and gender identity. The project is targeted to promote awareness and sensitisation in sexuality and LGBT and to lower bullying and violence against LGBT in the educational contexts with an overall goal to prevent school-related gender-based violence (SRGBV) including homophobic bullying and other forms of violence and discrimination based on sexual orientation and gender identity (SOGI) and to make schools more gender responsive.

Key outcomes and indicators of the project are:

  1. Change of knowledge, attitude and practice of students on bullying on the basis of sexual orientation and gender identity
  2. School personnel change knowledge, attitude and practice on bullying based on SOGI and participating schools have in place curricula, policies, and response mechanism to prevent and address all forms of violence, including bullying on the basis of sexual orientation and gender identity; with completion of documentation of SRGBV model and ready to roll out next phase.
  3. Families and communities recognize and challenge gender inequitable norms and practices; and with the active participation of children, mobilize and respond to SRGBV.
  4. Change in school policies, curriculum content and guidelines on gender equality and the prevention and response to SRGBV stigma and discrimination are in place with effective operational and accountability mechanism.
  5. CSO networks´ capacity for rights based programming and advocacy are improved.

Purpose:  To conduct evaluation of the project’s implementation and project management, what has gone well, what are the areas for improvement and why, including recommendations on how to improve those areas on all outcomes and that looks into how to move forward for the last year of implementation so that we make find the best way to interact and influence school system around GBV based on SOGI, in a way that strengthens, CSOs capacity around SOGI especially focusing on how to deliver on components 4 & 5 ( as per mutual decision made by Plan International Thailand and Plan int.
