Evaluation of Making Educational Institution Safe for Young LGBT student
Introduction:
Plan is an international, child-focused development organization that strives for a just world that advances children’s rights and equality for girls. Plan works to a) empower children, young people and communities to make vital changes that tackle the root causes of discrimination against girls, exclusion and vulnerability, b) drive change in practice and policy at all levels and, c) support the safe and successful progression of children from birth to adulthood.
Background:
Plan International Thailand partnered with UNESCO’s Asia-Pacific Regional Bureau for Education (UNESCO Bangkok) on developing and piloting a model project to strengthen the capacity of the Thai education system to prevent and respond to school-related gender-based violence, including bullying on the basis of sexual orientation and gender identity. The project is targeted to promote awareness and sensitisation in sexuality and LGBT and to lower bullying and violence against LGBT in the educational contexts with an overall goal to prevent school-related gender-based violence (SRGBV) including homophobic bullying and other forms of violence and discrimination based on sexual orientation and gender identity (SOGI) and to make schools more gender responsive.
Key outcomes and indicators of the project are:
Purpose: To conduct evaluation of the project’s implementation and project management, what has gone well, what are the areas for improvement and why, including recommendations on how to improve those areas on all outcomes and that looks into how to move forward for the last year of implementation so that we make find the best way to interact and influence school system around GBV based on SOGI, in a way that strengthens, CSOs capacity around SOGI especially focusing on how to deliver on components 4 & 5 ( as per mutual decision made by Plan International Thailand and Plan int. Sweden) but also looking way forward further on.
Budget and timeframe: Submission of proposal (incl. background or CV of consultant, work plan, draft methodology, budget and 3 referees for previous work ( especially in relation to SOGI/LGBT) will be proposed by consultant candidate(s) by 26 June 2017 and the final report will be submitted to Plan International Thailand by 25 August 2017.
