Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

Laboratory Officer will base in Sangkhlaburi (Katchanaburi Province), and will be Under the direct supervision of the Laboratory/HIS Supervisor, the Laboratory Officer is responsible for providing adequate formal/informal and refresher training to camp-based laboratory staff and continuous technical support through coaching and on-going guidance to camp-based laboratory staff, establishing and maintaining standards quality control system of laboratory, monitoring of laboratory supplies usage including proper care of laboratory equipment, proper organize of laboratory referral system and assist camp-based staff to ensure the HIS data is proper entering timely manner

 Major Responsibilities:

Capacity building

  • Conduct formal laboratory training and supervise new laboratory staff as needed in order to maintain camp a proper laboratory services.
  • Provide regular adequate training to camp-based laboratory staff e.g. refresher training courses as well on-the-job training to maintain the quality laboratory services.
  • Conduct cross-training on basic knowledge of laboratory to medics, nurses, midwifes or other related staff as requirement from the programs.
  • Ensure the existing laboratory services regarding HIV/VCT/PMTCH is systematic functioning confidently in all processes and the refresher training on HIV/VCT/PMTCT and HIV testing is regularly provided to camp laboratory staff.
  • Provide technical support and closely coach camp-based laboratory staff on existing laboratory services.

Development of systems and reports

  • Set up the quality control systems and continuously undertake quality checks (internal/external) in the laboratories for existing lab tests e.g., malaria smear, TB microscopy, Urinalysis, HIV and other test as required.
  • Monitoring of proper consumption of laboratory supplies in camp and ensure the laboratory is supplied sufficiency and with cost-effective materials/equipment.
  • Liaise with external partners, private sectors e.g. Thai local hospitals or private laboratory in order to have proper laboratory referral system in place.
  • Consolidate laboratory related information and prepare Laboratory monthly progress reports to IRC.
  • Plan activities and report on monthly basis

 Others

 Ensure the HIS month report is proper enter to the computer timely manner.

Job Requirements:.

Education: Bachelor degree in medical technology (associated medical sciences) or certificate in clinical laboratory

Work Experience: Minimum 3 years of clinical laboratory experience in a hospital or clinical / primary care setting. Previous work experience in clinical laboratory in a refugee setting or in a developing country is an advantage

Demonstrated Skills and Competencies:

  • Experience in conducting training
  • Experience in working with multicultural staff, delivering assistance involving a wide array of program stakeholders.
  • Good interpersonal and communication skills, both oral and written.
  • Computer literate is desirable.

Language SkillsFluency in Thai, Karen or Burmese, is essential. English language proficiency is an advantage.
