BACKGROUND
Project for Local Empowerment (PLE) implement on protection services to displace people along Thailand-Myanmar border since 2012. PLE/Protection’s intervention aim to increase access to justice along Thailand Myanmar border and increase capacity of local organization in protection service including promote recognition of local authority in role and contribution of community base organization for protection service along the border.
In 2010-2012, The International Rescue Committee and Tuff university conducted the research “the Surviving or Thriving On the Thai-Burma Border: Vulnerability and Resilience in Mae Sot, Thailand Report” and its aim to profiling forced migrants in Mae Sot and use the profiling to determine whether and in what ways the livelihoods and vulnerability of migrants differ from that of their non-displaced neighbor. The result of this report lead to design of intervention of PLE/Protection. In 2015, PLE conducted mid-term assessment on access to justice to measure progress of the project which result inform adjusted approach of the project in 2016-2017. Currently, project move to last period this end-project assessment is main activity to assess impact of its intervention and inform further direction of protection program along Thai-Myanmar border.

The PLE is seeking for consultant to conduct an end-project assessment on protection sector. The assessment aims to measure success and lesson learn of the project and recommendation for future programming:

Job Requirements
The Consultant needed for this project assessment is required specific qualification and experience in research on development in humanitarian issue and also should be part of academic insitution as for reliability and possibility to publish assessment in academic journal.
