HEALTH/WASH-RELATED KNOWLEDGE, ATTITUDE, PRACTICE/BEHAVIOUR (KAPB) SURVEY IN TWO REFUGEE SHELTERS
Position: KAPB Survey Coordination Consultancy (Short-term Service Agreement)
Project: Two EU-funded projects: 1) “Health and WASH services, return preparedness and capacity strengthening for refugees in the Thai-Myanmar border temporary shelters (ACA/2016/382-193)” and; 2) “Mother and Child Health Care, Nutrition and WASH for Uprooted People and Hosting Communities in Sob-Moei District” (DCI-ASIE/2014/352-191).

Job Location: Mae Sariang, Mae Hong Son Province with field-work in Sob- Moei District (Mae Ra Ma Luang and Mae Lo Oon shelters).
Duration: 2.5 months
This consultancy is funded by the European Union through two projects supporting Health and WASH services in the two refugee shelters that the survey will focus on. The objective of funding these projects is to ensure provision of basic Health and WASH services in the targeted shelters while at the same time also preparing the refugees for a possible return process.

Thailand has a long-standing history in receiving refugees from neighboring countries even though Thailand is not a signatory to the 1951 Refugee Convention or its 1967 Protocol and does not have a formal national asylum framework. Currently, about 100,000 refugees live in nine temporary refugee shelters along the Thailand-Myanmar border.
The prolonged stay in temporary shelters with limited higher education, livelihood and other opportunities all have contributed to a difficult social environment. Food, non-food items, shelter, medical assistance, WASH and other services continue to be provided by primarily (I)NGOs within the framework authorized by the Royal Thai Government. With significant political changes in Myanmar primarily since the election in late 2015 the possibility of repatriation is currently being explored by (some of) the refugees. The importance of appropriate and correct knowledge and behavior related to health needs special attention in terms of reducing refugees’ vulnerability in a different, and less protected, environment as would be the case in areas of return, where their understanding and practice of knowledge from the shelters will be put to the test.
The “KAPB” survey aims to explore the Knowledge, Attitude, Practices and Behavior in the fields of health (with special attention to Mother, newborn and Child health) and WASH among shelter residents. The survey results will be used to: 1) understand changes in practices and behaviors related to efforts undertaken through our MCH and WASH activities implemented with start from 2015 up until mid-2017, and; 2) to provide baseline data for new project efforts started in 2017 covering the wider health and WASH-related KAPB aspects of shelter life; 3) to better understand knowledge and practice gaps that may pose as a vulnerability for households that consider return to Myanmar.
The KAPB survey will focus on refugees living in 2 (Mae La Oon and Mae Ra Ma Luang) refugee shelters in Sob-Moei District, Mae Hong Son Province.
It is foreseen that the following methodology components will be used in undertaking the survey. Specific components of the methodology may be discussed and adjusted if needed in discussion between Consultant and Malteser International.
The KAPB survey will focus on quantitative data that will be collected through questionnaires using partially categorized questions that will be brought to respondent households by interview teams (1-2 persons) who will record responses to the questions without showing the pre-categorized answer options to the respondent.
The survey should use a random sampling technique to be discussed and agreed upon in initial discussions involving the Consultant. The sampling technique have to take into consideration the geographical spread of both shelters in order to ensure a good representation of all sections and living conditions.
The sample size will similarly be agreed upon in the initial discussions with the contracting agency. It is foreseen that the survey will require at least 300 respondents per shelter to get a statistically valid and representative data.
The sample of refugees that participate in the KAPB survey will have different profiles (age range, ethnic grouping, different types of impairments, religion, gender, etcetera).
The training will be split in two parts with a first training aimed at preparing Data Supervisors/Co-trainers and a second training focusing on Data Collectors.
The consultant together with experienced staff from Malteser International will jointly carry out the training of data collectors/interviewers to ensure they are able to carry out the survey with a minimum of errors and maximum quality of data collected. To this end, data collectors need to understand: 1) the purpose of the KAPB survey; 2) how to introduce themselves to the respondent household ensuring confidentiality and informed consent from respondent; 3) how to apply sampling technique and respondent selection correctly; 4) understanding both questions and answers in the questionnaire in their own language.
The training is expected to need at least 4-5 days including pilot exercise to make final adjustments to the Questionnaire as well as to provide an opportunity for data collectors to harness their newly gained skills in a closely supervised exercise. The Consultant and Senior Malteser International staff will provide Supervision throughout the training and pilot exercise. The number of data collectors involved may range up to 18-24 persons or 9-12 teams per refugee shelter.
Detailed schedules for data collection and team constellations will be established and clarified during the training/pilot exercise week.
Each of the data collecting teams involved are expected to be able to complete 5-6 respondent households in a day and each 3 groups will be supported by a Supervisor to ensure quality of data and implementation during the data collection phase. Data collectors will be able to access Supervisors throughout the day for troubleshooting and unexpected issues related to sample and respondent selection or use of the Questionnaire. The Supervisors will be equipped with radios in order to facilitate coordination and problem solving during implementation. The Consultant will also be provided with a radio in order to link up efficiently with the teams. The teams will also meet at the end of each day to go through main obstacles and experiences from the day and set-up exercise for the following day. During these de-briefings, the Supervisors and Consultant will also determine the need for re-visiting sections or households if needed.
Data entry will be done using appropriate data software agreed upon with Malteser International and then set-up for the Survey by the Consultant.
The Consultant will also provide a brief training for data entry staff to minimize data entry errors.
The data cleaning process consists of a process of verification and validation of data. This is an important step in a survey’s quality control. The Consultant together with selected Malteser International staff, having in-depth understanding of the Questionnaire, will be carrying out this phase of the survey which will review the data, trying to spot entry errors, verifying extreme or biased data and/or data that is clearly incompatible or inconsistent with the question or the answer options. The data, once verified and validated, are saved and reserved for analytical work which will be done by the Consultant.
The analysis done should be describing the sample data and variables present in this data. It should clearly describe the profiles of people encountered and return characteristics (variables) that differ from one respondent to another (e.g. age, sex) or from one situation to another (e.g. the number of children in a family). These are the data that express the characteristics of the sample and make it possible to identify certain shared or divergent traits.
A draft report will be submitted to the contracting agency who will be reviewing and provide feedback, a final report will then be prepared by the Consultant taking into account feedback properly before submission of a final version.
Duration: 2.5 months (at the earliest convenience or latest 1.7.2017 )
Survey phases expected:
Final report should be submitted no later than 2 weeks after final feedback from contracting agency.
Requirements
The Consultant will be appointed on a Service Agreement by Malteser International for a period of 2.5 months during which all of the foreseen phases will be implemented. A monthly compensation of 50,000 THB will be paid to the Consultant. The Consultant will be responsible for any own TAX or other applicable legal fees resulting from income earned in accordance with the Thai Laws

Candidates are strongly advised to elaborate on previous relevant experiences and knowledge of (KAPB) survey methodology and if possible submit previous work done to support application.
Only short-listed candidates will be notified. Selected applicants may be invited for a (phone/skype) interview. The contracting agency reserves the right to contact the consultants for further information before the final selection of the consultant team.
