We are currently seeking for a fulltime employee for the position of Senior Technical Officer (STO) for Community-based Research 

LINKAGES is a USAID-funded project managed by FHI 360 aimed at accelerating the Thai HIV/AIDS response to recruit, reach, test, treat and retain populations in HIV prevention, care, and treatment services. The project focuses primarily on MSM and transwomen (TG) women but is slated to expand to serve female sex workers (FSW) and people who inject drugs (PWID). LINKAGES Thailand support directly Community-Based Organizations (CBOs) and a technical agency (Thai Red Cross AIDS Research Centre – TRCARC) to implement key strategies and activities to ensure effective linkages and retention of key populations in the continuum of prevention to care and treatment (or HIV Cascade). These interventions are currently implemented in Bangkok, Chonburi (Pattaya), Chiang Mai and Hat Yai provinces but the project may expand to other provinces to cover other key populations. All supported CBOs are involved in the direct or indirect provision of services at the different stages of the HIV Cascade and received program and technical assistance from TRCARC and LINKAGES Thailand to ensure technically sounds activities to improve the HIV Cascade and supporting the development of effective community-lead health services. TRCARC and LINKAGES Thailand are also implementing research aimed to assess the effectiveness of new approaches for improving the HIV Cascade and supporting community engagement. These studies are mainly implemented by LINKAGES partners (CBOs and the technical agency) but also directly by LINKAGES Thailand (FHI 360) and in collaboration with key stakeholders such as the Thai Ministry of Public Health (MoPH).

LINKAGES Thailand is seeking for a Senior Technical Officer, Community-Based Research to provide technical support and guidance to LINKAGES Thailand staff and partners involved in the LINKAGES Thailand-supported community-based studies to ensure quality research activities and maximize local capacity in research. This position is based in Bangkok and travels to targeted provinces are expected.

Accountabilities

• Liaise with LINKAGES Thailand partners to ensure the involvement of the community in the design/development of protocols and tools
• Works closely with research teams (LINKAGES and partner) and LINKAGES Thailand Program Officers to ensure research-related activities are effectively planned and conducted
• Assist and give guidance with the development of protocol, tools, including SOP, budget and training materials for training community-based researchers
• Assist LINKAGES Thailand project leader in liaising with Thai regulatory agencies on specific issues related to the supported agencies such as the Thai FDA and in submitting protocols and tool to PHSC (FHI 360 IRB) and local IRB for ethical clearance
• In coordination with partners and LINKAGES Thailand research team, plan and conduct monitoring visits and data quality assessment activities in each concerned research site
• Conduct analysis of study implementation to identify areas for improvement and propose appropriate technical recommendations
• Assist LINKAGES Thailand in the preparation of reports (e.g., quarterly reports) and workplan development and prepare report summarizing research project results as needed
• Contribute to research-related data analysis/interpretation and visualization; and implement data dissemination at community-level: dissemination of preliminary data to obtain feedback of the community and then dissemination of final data
• Assist LINKAGES Thailand staff and partners with publications such as abstract for conference, presentations, and summary

Supervision Given/Received:

• No supervisory responsibility.
• Receives methods and procedures on new projects and assignments
• May provide guidance to other lower level personnel.
• Typically reports to a Technical Advisor or Senior Technical Advisor

• At least a master degree in social sciences, public health or others related fields
• Experience in health-related research (quantitative and/or qualitative), especially with CBOs
• Working experience of at least 8 years in health promotion, sexual reproductive health, HIV, or LGBT field
• Prior work experience with community-based organization (CBO), non-governmental organization (NGO), or government agency
• Must be able to read, write, and speak fluent English
• Able to travel (up to 50% of the total time) to other targeted provinces to accomplish key activities implemented at the study sites
• Effective organizational skills and excellent interpersonal and team building skills
• Demonstrate sound work ethics and cultural sensitivity; and being honest, trustworthy, respectful and flexible
• Computer skills – Microsoft office: Word; Excel; Power Point
• Problem Solving – Analyzes problems, seeks input from others and considers a variety of
• solutions. Chooses most efficient and effective solutions with attention to the impact that solutions
• have on other projects and activities
• Decision Making – Recognizes when a decision needs to be make and isolates facts and
• factors necessary to make that decision. Seeks out the advice of others and uses analysis,
• experience and sound judgement to determine best solutions
