Background
On May 14, 2015, Tetra Tech was awarded USAID/Regional Development Mission for Asia’s (RDMA) Oceans and Fisheries Partnership (USAID Oceans). The objectives of the USAID Oceans activity are to: 1) implement sustainable Catch Documentation and Tractability (CDT) system and Fisheries Information System (FIS) pilots within a regional Ecosystem Approach to Fisheries Management (EAFM); 2) expand use of FIS and CDT system to areas important for biodiversity in the Coral Triangle region; 3) strengthen capacity of regional organizations to conserve biodiversity using EAFM and CDT systems to combat IUU fishing and fraud, 4) engage the private sector to ensure sustainability and uptake; and 5) advance regional fisheries governance through coordination with SEAFDEC and the national USAID Oceans Technical Working Group (TWG) counterparts. OCEANS will be implemented primarily with congressionally mandated Biodiversity Conservation funds.
USAID Oceans activities will focus extensively on the development of the CDT system and demonstration in two learning sites in the Sulu Sulawesi Seas i.e., Bitung, North Sulawesi Province, Indonesia; and in General Santos Fishing Port Complex (GSFPC) on Sarangani Bay in South Cotabato Province, Philippines. As USAID Oceans develops the CDT system, it will also work to strengthen sustainable fisheries management and human welfare issues in the two learning sites.
USAID Oceans’ efforts towards advancing regional fisheries governance and capacity building will include a series of regional and national technical training and workshops during 2017 to 2020. Training curriculum development will be part of the efforts to build up the capacity of regional organizations and their member states, as well as stakeholders who will benefit from USAID Oceans capacity building activities. This is also part of the strategy for the sustainability of USAID Oceans initiatives and interventions, wherein the partners could use the materials for their own capacity building efforts in their own context or country specific situations.
The Oceans and Fisheries Partnership is working on multiple but integrated work streams each with a designated technical lead. It is envisioned that it will be most effective to engage with the partner fisheries organizations through a designated overall lead (focal person) as well as with technical counterparts for key activity areas or work streams, namely:
USAID Oceans efforts towards advancing regional fisheries governance and capacity building will include a series of regional technical workshops scheduled for the months of July and August 2017 in Bangkok, Thailand. The three planned USAID Oceans program regional technical workshops to include SEAFDEC and TWG counterparts and other key regional stakeholders are as follows:
Objectives of the Assignment
USAID Oceans requires the scheduled workshops be well organized and conducted efficiently and the outputs from the sessions be properly documented and compiled for future reference and use as applicable. To this end, USAID Oceans will engage a Workshop Assistant to support directly the Capacity Building Specialist, the Lead Workshop Facilitator and the technical team in collaboration with administration staff for logistics, planning, and records and documents management required prior to, during and after the three planned regional workshop events scheduled for July, August.
Principal Tasks
The Workshop Assistant will participate in relevant planning meetings prior to scheduled events, support the administration and technical team in organizing the workshops, be responsible for relevant correspondence, follow-up with the technical team on matters such as session design development, missing information and meeting deadlines, and compile materials used during the workshop sessions.
In collaboration with the USAID Oceans Capacity Building Specialist, and in coordination with the Lead Workshop Facilitator and other USAID Oceans technical and administration staff, and partner organization SEAFDEC, the Workshop Assistant will be responsible for performing the tasks outlined below.

The Workshop Assistant is expected to commence the assignment as soon as possible and to complete contracted work by 08 September 2017 for maximum 60 days level of effort as allocated in the table below.

Working Arrangements
The Workshop Assistant will report directly to the USAID Oceans Gender, Human Welfare and Capacity Building Specialist and to the Fisheries Management Specialist, and will interact and work in close coordination and collaboration with the USAID Oceans and SEAFDEC administration teams, USAID Oceans technical staff, Lead Workshop Facilitator, and Rapporteur.
