Purpose of consultancy: |
Background & Rationale: South-South Cooperation is one of outputs of the current five years (2017-2021) UNFPA Thailand Country Programme Document (CPD) and Country Programme Action Plan. Thailand has been highly expected by neighbouring countries and global to share their good practices and success i.e. on health care system, HIV/AIDS programme policy and implementation, maternal health care and services, etc. Mapping Thailand institutions providing knowledge or organising learning services on selected Thailand good practices on ICPD related issues will enable Thailand to promote their respective good practices to other countries with clear and update information. Selected Thailand ‘s success areas include: 1) Elimination of mother to child transmission of HIV 2) Universal Coverage for Reproductive Health 3) Maternal Health including Family Planning 4) Demographic Dividend and Policy Response Results from the mapping will assist UNFPA and Thailand through TICA to identify recognised Thai Institution on specific area and their needs for quality improvement both in terms of substantive content and the management. Objectives : 1. Mapping Thai institutions providing services or potentially could share knowledge and experiences on the selected 4 areas of Thailand’s success 2. Reviewing capacities of the institutions of each selected area 3. Communicating with all institutions to update information 4. Reporting in the agreed format |

Scope of work:
(Description of services, activities, or outputs) |
The external consultant is required to map Thai institutions pro providing knowledge or organizing learning services on four selected areas.. Scope of Work: a) Overall scope of work : the consultant will · Work in alignment with UNFPA Thailand CPAP and UNFPA SSC strategic guideline , and required writing structure as agreed with UNFPA Thailand. · Need to emphasise his/her work on desk review; if needed, gather new information from sites and/or websites, review, assess and ensure the accuracy and update of the information. · Need to work closely with managers/ associates responsible for SSC · Write report in English
b) Specific scope of work: In order to achieve the overall scope of work; followings are specific tasks/scope of work; and with close consultant with UNFPA team: · Mapping all resources regarding the 4 selected areas · Sorting, classifying and select Thai institutions based on their capacities to share or organise international learning programme/ activities · Drafting the introduction letter to all selected Thai institutions, communicating with the respective Thai institution to update the information on their capacities and management
c) With close consultation, collaboration, and agreement with UNFPA team; draft document on agreed writing structure and finalise the document. d) As a UNFPA team: in a consultative meeting with selected Thai institutions, present information for validation and updates. e) Integrating inputs from representative from Thai institutions, finalise report |

20 days (June to August 2017) including: 5 days: Desk Review, data collections including: 10days: Draft report/document , present draft report for validation, and collect additional information 5 days: Finalise document |

Required expertise, qualifications and competencies, including language requirements: |
· Advance university degree in communication arts, languages, and journal, or related fields. · Additional diploma or certificate in journalist, or related areas. · At least ten years of progressively professional experience on resource mapping and directories of experience or success stories. · Strong English writing skills · Strong verbal and written communication skills |
