Purpose of consultancy: |
Background & Rationale:
South-South Cooperation is one of outputs of the current five years (2017-2021) UNFPA Thailand Country Programme Document (CPD) and Country Programme Action Plan. Thailand has been highly expected by neighbouring countries and global to share their good practices and success i.e. on health care system, HIV/AIDS programme policy and implementation, maternal health care and services, etc.
Maternal Health care and service is one of high demand for knowledge sharing especially from those having high rate of maternal death. In the past five years, Thailand through South-South Cooperation initiative with UNFPA has been provided long term institutional capacity development on maternal health care and services to other countries especially Bhutan and Laos. Based on needs and demands, the three year-programme on safe motherhood have been implemented to improve skills and knowledge for primary health workers in Bhutan and midwifery teachers in Laos.
There are well recognised Thai institutions sharing knowledge on maternal health care and services to other countries both using their own standard and aligning with international requirements.
Objectives : 1. Review, update and analyse capacity of Thai institutions providing knowledge and skills on maternal health care and service both governmental and non-governmental institutions 2. Report in the agreed format

Scope of work:

The external consultant is required to map Thai institutions pro providing knowledge or organizing learning services on four selected areas
Scope of Work: Overall scope of work: With close consultation, collaboration, and agreement with UNFPA team, the consultant will: · Work in alignment with UNFPA Thailand CPAP and UNFPA SSC strategic guideline, and required writing structure as agreed with UNFPA Thailand. · Need to emphasise his/her work on desk review; if needed, gather new information from sites and/or websites, review, assess and ensure the accuracy and update of the information. · Need to work closely with managers/ associates responsible for SSC · Write report in English · With Close consultation, collaboration, and agreement with UNFPA team; draft document on agreed writing structure and finalise the document. · Document report
Specific scope of work: In order to achieve the overall scope of work; followings are specific tasks/scope of work; and with close consultant with UNFPA team: · Assess and classify type of skills and knowledges include: o Policy development on maternal health, o Midwifery education in general o Advanced midwifery education o Basic skills of health workers providing maternal health services and care o Referral services, monitoring of maternal health programme o Management of maternal health service and care · Assess in terms of quality assurance and the alignments of those programme with national and international requirements · Assess capacity of institutions and their requirement including costing of the international programme · Gap analysis between requirements and the existing capacities · Present finding to selected Thai Institutions to gather inputs · Provide recommendation to raise capacities of Thai institutions to meet national and international requirement as well as demands from other countries. |

Required expertise, qualifications and competencies, including language requirements: |
· Advance university degree in nursing or midwifery or nurse midwifery, health, social sciences or related areas · At least ten years of progressively professional experience on review and research · Strong English writing skills · Strong verbal and written communication skills
