Abt Associates, a global leader in technical assistance, program implementation and international development, seeks qualified individuals to fulfill the position of RE Policy Assistant for the USAID Clean Power Asia program, reporting to the RE Policy Expert.  This position is full-time, based in Bangkok, Thailand, and is open to Thai Nationals ONLY. No allowances or relocation will be paid.

 

The purpose of USAID Clean Power Asia is to accelerate the regional transition to high performing, low carbon power sector. The Activity will assist the governments of the Lower Mekong and other developing countries in Asia in energy planning and help establish effective policy, regulatory, and technical environment for low-emissions growth in the power sector, while simultaneously attracting public- and private-sector investment in Renewable Energy (RE) development. USAID Clean Power Asia is focused on the following resources: solar, wind, small hydro (<15 MW), and biomass residues.

 

The program will initially focus on the four Lower Mekong countries of Cambodia, Lao PDR, Thailand and Vietnam, and will include activities on the ASEAN regional level.

 

Overall Responsibilities of RE Policy Assistant

Work in close coordination with Task 2 team, under the direct supervision and guidance of Task 2 lead, on the following activities:

  • Support research, planning and execution of meetings/events/workshops related to RE Incentives and related to grid integration
  • Support work related to technical support to Cambodia (including policy paper, trainings and analyses)
  • Manage correspondence to stakeholders and counterparts for specific technical activities, such as a workshops or events;
  • If required, serve as rapporteur for program events/workshops;
  • Take notes and provide written minutes for all internal technical meetings;
  • Provide support to the technical team members in coordinating logistics and planning, including USG required pre- and post-trip documentation and follow-up, for work with specific countries;
  • Participate in developing and monitoring implementation of the annual work plan; and
  • Other duties to be determined in conjunction with COP/DCOP and Task leaders.

Qualifications

 

  • Ability to work in Bangkok, Thailand (no sponsorship, visas, or relocation costs will be offered)
  • A Master’s degree (or Bachelor’s plus 3-7 years relevant experience) in engineering, economics, public policy, or related discipline is required.
  • Minimum of two (2) years’ experience in the policy aspects of the grid-connected renewable energy in one or more of the Lower Mekong countries in which USAID Clean Power Asia is focused (Thailand, Vietnam, Cambodia, Lao PDR) and/or in ASEAN is required.
  • Fluency in English (both writing and speaking)
  • Commitment and passion for renewable energy and development assistance in general
  • Ability to work under pressure and independently
  • Related experiences in the renewable energy industry is preferred
