Workshop Design & Facilitation

 

USAID Clean Power Asia Program

 

 

Overview

 

Abt Associates, a global leader in technical assistance, program implementation and international development, seeks qualified individual consultants or a frim with qualified staff or consultants, to provide services for the USAID Clean Power Asia program in Workshop Design & Facilitation.

 

The purpose of USAID Clean Power Asia is to accelerate the regional transition to high performing, low carbon power sector. The Activity will assist the governments of the Lower Mekong and other developing countries in Asia in energy planning and help establish effective policy, regulatory, and technical environment for low-emissions growth in the power sector, while simultaneously attracting public- and private-sector investment in Renewable Energy (RE) development. USAID Clean Power Asia is focused on the following resources: solar, wind, small hydro (<15 MW), and biomass residues.

The program will initially focus on the four Lower Mekong countries of Cambodia, Lao PDR, Thailand and Vietnam, and will include activities on the ASEAN regional level.

 

This consultancy is available immediately. The consultant is expected to carry out their work in the Bangkok office of Abt Associates, and as required, the site location for a program event where consultant is engaged as the facilitator in which case Abt will support the travel required for the consultant in accordance with Abt policies.  Consultant must be eligible to work in Thailand without sponsorship; no allowances or relocation will be paid.

 

Location

Consultant will be required to carry out majority of work in Bangkok, Thailand. Travel and associated work days/LOE could include the following:

  • Phnom Penh, Cambodia
  • Vientiane, Lao PDR
  • Hanoi, Vietnam
  • Other ASEAN countries

 

Scope

 

Under the guidance of the Chief of Party/Deputy Chief of Party of the USAID Clean Power Asia program, the consultant will be engaged to lead the design of a specific workshop with support from the technical team responsible for the workshop content; and further will be the lead facilitator for that workshop.

 

Working with team members, the consultant will lead the design of workshops within the basic parameters already established by USAID Clean Power Asia and its partners. This includes but is not limited to reviewing the draft agenda and concept note then designing interactive sessions to complement presentation of technical content; recommending adjustments to the agenda to accommodate interactive learning; working with technical experts to determine resource materials needed to complement technical content; determining resources required for interactive sessions, including Q&A; and recommending ways in which to evaluate knowledge gained by participants through evaluation forms designed in cooperation with the program’s Monitoring and Evaluation specialist.

 

 

Level of Effort and Deliverables

 

The consultant is expected to devote the following level of effort (days) and to produce the following associated deliverables:

  1. Smart Incentives Workshop Design and Facilitation, May 2017, Bangkok
  • Design and Preparation – 5 days LOE; Facilitation – 1 day LOE: Total LOE 6 days
  • Work with the USAID Clean Power Asia team to design a workshop to present findings of a regional study on Smart Incentives to promote renewable energy. Participants will likely be from Lower Mekong countries; working language of workshop will be English.
  • Deliverable: Final workshop agenda and tools, approved by the COP or their delegate; facilitation of workshop.
  1. Workshops on RE Planning and Grid Integration
  • Design and Preparation – 10 days LOE; Facilitation – 8 days LOE: Total LOE 18 days
  • Two workshops – 1) RE Planning and 2) Grid Integration, will be held in each of four countries (Thailand, Cambodia, Laos, and Vietnam, 8 workshops total). These workshops will be based on intensive workshops on the same topics held at the Asia Clean Energy Forum (ACEF) in Manila (June 2017). Two individuals from each country will attend ACEF and will be assisting the consultant in the facilitation of the workshops held in their respective countries, so consultant must plan innovative ways to include them in the design and facilitation, recognizing the knowledge they will have gained at ACEF and their ability to further convey that to their colleagues in their home country.
  • Deliverables: Final workshop agendas and tools, approved by the COP or their delegate; facilitation of workshops. Consultant must be available for facilitation of all eight (8) workshops.

 

 

 

Skills/Knowledge Preferred

  • Bachelor’s Degree or equivalent.
  • 5+ years’ experience in designing and facilitating workshops geared toward adult learners.
  • Demonstrated knowledge and experience in interactive learning and monitoring and evaluation.
  • Knowledge of organizational learning, outcome harvesting and other quantitative and qualitative evaluation methods.
  • Knowledge or experience in international development, especially USAID.  Knowledge of Collaboration, Learning and Adaptation methods a plus.
  • Excellent facilitation, activity management, and written and oral communication skills.
  • Ability to collaborate with wide range of stakeholders and effective communication skills.
  • Ability to maintain a positive attitude and calm demeanor when working under tight deadlines.
  • Proven skill in organizing resources, establishing priorities, working independently with minimal supervision, ability to meet deadlines.
  • Language: Excellent oral and written English; native Southeast Asian language ability a plus.
  • Ability to gather data, compile information, and prepare reports.
  • Excellent computer software skills in MS Excel and Word and PowerPoint.

  2. CV clearly indicating work/consulting history and either daily consulting rate or annual compensation for each consultancy/position, stated in currency of payment.
  3. Preference will be given for candidates living in, and with the ability to work in, Thailand without any sponsorship. No relocation or allowances will be paid.
