Program Officer (Technical)
(Full Time Employee Position)
USAID Clean Power Asia Program, Bangkok Based
Abt Associates, a global leader in technical assistance, program implementation and international development, seeks qualified individuals to fulfill the position of Program Officer (Renewable Energy/Tech) for the USAID Clean Power Asia program, reporting to the Chief of Party. This position is full-time, based in Bangkok, Thailand, and is open to Thai Nationals ONLY. No allowances or relocation will be paid.
The purpose of USAID Clean Power Asia is to accelerate the regional transition to high performing, low carbon power sector. The Activity will assist the governments of the Lower Mekong and other developing countries in Asia in energy planning and help establish effective policy, regulatory, and technical environment for low-emissions growth in the power sector, while simultaneously attracting public- and private-sector investment in Renewable Energy (RE) development. USAID Clean Power Asia is focused on the following resources: solar, wind, small hydro (<15 MW), and biomass residues.
The program will initially focus on the four Lower Mekong countries of Cambodia, Lao PDR, Thailand and Vietnam, and will include activities on the ASEAN regional level.
Overall Responsibilities of Program Officer
Work in close coordination with the technical team, under the direct supervision and guidance of the Chief of Party or his/her designee, on the following activities:
- Conduct research on renewable energy policy, markets, planning, incentives, and financing in the LM countries;
- Conduct quantitative and qualitative analyses related to specific topics or themes, as assigned. Examples could include incentive schemes to support renewable power investment, the use of geospatial data and other tools in RE planning and development, emerging trends in investment mobilization and use of alternative finance mechanisms, and the level of coordination and cooperation among ASEAN memberstates in a variety of thematic areas;
- Provide inputs into planning and execution of meetings and workshops, specifically related to technical content but may include planning and execution of logistical requirements;
- Take notes and provide written minutes for all internal technical meetings;
- If required, serve as official rapporteur for program events;
- Contribute to program reports and publications and outreach materials through drafting updates and informational texts on program activities;
- Manage correspondence to stakeholders and counterparts for specific technical activities, such as a workshop or event;
- Coordinate with all technical team members to ensure inputs and tracking of data and information on work plan and program progress is continually updated and monitored in the program’s SmartSheet;
- Work with the program Operations Team and specifically the Program Assistant/Ops as required or directed to ensure efficiencyand internal coordination among teams;
- Provide support to the technical team members in coordinatinglogistics and planning, including USG required pre- and post-trip documentation and follow-up, for work with specific countries;
- Participate in developing and monitoring implementation of the annual work plan; and
- Other duties to be determined in conjunction with COP/DCOP and Task leaders.
Qualifications
- Thai citizenship
- Ability to work in Bangkok, Thailand (no sponsorship, visas, or relocation costs will be offered)
- A Master’s degree (or Bachelor’s plus 3-7 years relevant experience) in engineering, economics, public policy, or related discipline is required. Current Master’s or Post Doctorate students are encouraged to apply
- Fluency in English
- Commitment and passion for renewable energy and development assistance in general
- Ability to work under pressure and independently
- Related experiences in the renewable energy industry is preferred
