Background/IRC Summary:  

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future, and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

 

Job Overview/Summary:

As a member of the IRC Thailand Programs Unit, the Project Manager will report to the Project Coordinator, while working closely with other members of the Programs Unit team. The incumbent will primarily be responsible for providing programmatic and grants administration and management support to IRC’s Project for Local Empowerment (PLE), working in close coordination with the Project Coordinator and program staff across all field sites. The incumbent will also be required to support the Programs Unit with other tasks as assigned, including regular reporting to the Ministry of Interior (MOI) and facilitation of other program activities in the field, such as trainings and workshops.

 

The incumbent’s main objectives will be to ensure that: (i) the PLE project is efficiently administered and managed, with oversight from the Project Coordinator; (ii) project activities are on track to meet their targets; (iii) activities are fully compliant with donor regulations.

 

Major Responsibilities:

  • Under the guidance and oversight of the Project Coordinator, prepare narrative program and donor documentation on schedule according to project formats and donor requirements, including reports, work plans and communication materials for the PLE project.
  • Provide administrative and logistics support for the PLE project, including compilation of international travel requests from PLE team and partners for quarterly approval.
  • Facilitate administrative and logistics support for HQ and donor visits to the PLE project activities. This includes preparing relevant briefing documents and materials under the guidance and oversight of the Project Coordinator.
  • Ensure availability of, and access to, resources and information for staff and visitors of IRC Thailand programs.  
  • Represent the IRC Thailand Programs Unit in meetings with the PLE team and other relevant local partner organizations as required. This includes taking minutes at meetings and submitting minutes for approval prior to distribution to relevant program teams.
  • Maintain effective working relationships with PLE Program Coordinators and staff based in the field, and ensure smooth coordination between teams in each field site across all project objectives.
  • Ensure that all project activities are aligned with the IRC Thailand Strategic Action Plan (SAP) and IRC’s global Outcomes and Evidence Framework (OEF), including regular progress inputs into the Comprehensive Online Measurement and Effectiveness Tool (COMET) database.
  • Maintain high quality communications materials on the PLE project and other programs as assigned, including fact sheets and other program-related materials for external audiences.
  • Manage scheduled program reports to the Ministry of Interior (MOI) using appropriate templates.
  • Work with the Programs Unit team to facilitate other program activities in the field, such as trainings and workshops.
  • Support the Programs Unit with any other management/administrative tasks as assigned.

Job Requirements:

 

Education: Bachelor’s degree required, coupled with a strong interest in refugee/migrant and related issues

Work Experience:

  • At least 2 years’ experience in project cycle management, including grants reporting (required)
  • Experience in international humanitarian/development work (desired)

Demonstrated Skills and Competencies:

  • Strong communication and presentation skills
  • Excellent English and Thai grammar skills and writing ability
  • Computer proficient, with experience using Microsoft Word and Excel
  • Ability to analyze and synthesize complex materials and documents
  • Ability to be flexible and work in a fast-paced environment under regular deadlines
  • Ability to work effectively in a team as well as independently
  • Understanding of working in a multicultural environment
  • Must be enthusiastic and willing to learn and develop

Language Skills: Demonstrated fluency or near-fluency in English and Thai required

Working Environment:  

The position is a NATIONAL post and will be based in the IRC office in Bangkok, with travel to the Thailand-Myanmar border area as required.
