Contract: 1 year, renewable

International Justice Mission (IJM) is a global organization that protects the vulnerable from violence by partnering with government authorities to rescue victims, bring criminals to justice, restore survivors, and strengthen criminal justice systems so they protect the vulnerable from violence and abuse long-term.  IJM is a global team of lawyers, social workers and other professionals.  IJM has 17 field offices across the globe, including multiple offices in Southeast Asia.  IJM is headquartered in Washington, DC.

IJM has worked in northern Thailand through IJM’s Chiang Mai Field Office (FO) since 2000, partnering with government authorities on hill tribe Thai citizenship cases and cases of sexual violence against children.  In 2017, IJM will establish a new field office in Bangkok that will provide support to Thai authorities to eliminate labor trafficking and forced labor from the Thai fishing and seafood industries.  IJM lawyers, social workers, fieldworkers and other professionals will support Thai law enforcement, social services and the judiciary to identify and prosecute cases of forced labor and labor trafficking crimes and restore labor trafficking survivors to safety and strength.

IJM is seeking an Accounting Manager who will supervise, monitor, control, coordinate and be responsible for all accounting and finance protocols, processes and activities for IJM’s Bangkok operations.  We are looking for an individual who will develop a thorough understanding of IJM’s financial compliance requirements and provide best practices for the same across the Bangkok team.  The Accounting Manager must share IJM’s values and be passionate about the mission and the vision of IJM.  This position is based in Bangkok, Thailand and may require occasional travel within Thailand. 

 

Responsibilities

Payment Processing

  • Review all payment requests and expense reports for proper authorization, support, and account/project allocations.
  • Issue approved cash advances to employees; ensure timely settlement of outstanding advance before issuing a new advance; review/reconcile cash advance balances monthly.
  • Maintain petty cash fund and log.  Ensure all payments are appropriately witnessed and documented and that petty cash log ties to cash on hand and QuickBooks balance.
  • Calculate and administer employee salary and benefits payments, including deductions and withholding.  Ensure timely, accurate payments and reporting to appropriate agencies and ensure all staff are paid in accordance with their salary agreements.
  • Prepare journal entries for other financial transactions.
  • Enter all transactions in QuickBooks ledger, ensuring entries are up to date and accurate.

Stewardship

  • Maintain a thorough working knowledge of the IJM Field Office Finance Manual and all IJM finance policies; continuously communicate key finance messages to staff.
  • Provide continuous financial reviews and maintain internal control systems to monitor performance, safeguard the financial assets of the organization and ensure the FO passes independent and governmental audits.
  • Advise the FOD and leadership team on financial management, budgeting, cash flow, including assessing and explaining long and short-term implications for the organization of alternatives and decisions.
  • Advise on the allocation of department-wise budgets, provide assistance and oversight for department heads as they manage their departments’ budgets.
  • In collaboration with the Regional Accounting Manager for Southeast Asia and IJM HQ, identify any internal controls weakness and ensure effective solutions are implemented, including staff training on finance policies and procedures.
  • Promote a culture of high performance and continuous improvement that values stewardship and a commitment to quality.

Financial Reporting

  • Reconcile FO bank account and petty cash fund monthly; analyze other Balance Sheet accounts periodically to ensure thoroughness and accuracy.
  • Prepare headquarters (HQ) copies of processed finance forms, monthly internal financial reports including P&L, Balance Sheet, FOD Checklist; ensure all documents required for monthly finance packet are sent to HQ on time.
  • Provide monthly budget reports for the FOD and a monthly budget briefing for the leadership team.
  • Maintain FO leases and contracts, manage security or other deposits; provide copies to HQ.
  • Review asset inventory and FO records, agree to HQ Fixed Asset system.

Other

  • Maintain regular communication with Regional Accounting Manager and HQ.
  • Assess monthly cash needs, request wire transfer from HQ.
  • Manage all external financial relationships.
  • Travel from time to time for meetings, trainings or conferences.
  • Maintain and safeguard thorough, orderly finance files and records.
  • Prepare FO for implementation of new global Enterprise Resource Planning (ERP) system within 1-2 years.
  • Perform other assignments as required.

 

Required Skills and Experience

  • Thai national
  • Bachelor’s Degree required. Certified accountant status preferred; MBA or other relevant master’s degree will be considered as an alternative.
  • Minimum five years of accounting/financial management experience with the day-to-day financial operations of an organization of at least 20 staff.
  • Experience working with international organizations, preferably those based in the US, Canada or Europe.
  • Experience creating budgets, keeping program expenditures in line with revenues and strategic focus, and setting and following financial policies and procedures.
  • Excellent written and spoken English and Thai required.
  • Proficiency with Microsoft Office applications (particularly Outlook, Word and Excel) and the accounting software QuickBooks; ERP experience a plus.
