EXTERNAL CONSULTANT TEAM FOR FINAL EVALUATION ON ACTIONAID THAILAND PROJECT

IN CHIANG RAI AND CHIANG MAI PROVINCES

 

 

Introduction 

ActionAid Thailand works with the Hill Area and Community Development Foundation (HADF), the Ping Watershed Development (PWD) and the Thai Local Administration Association  or Aorbortor’s Club (AC) to implement the “Empowering is a Process: the Demarginalisation of Hill Communities in Chaing Rai and Chiang Mai Provinces” Project. This project aims to overcome challenges of Thailand’s decentralization processes - specifically those impacting the rights and participation of the hill communities in northern Thailand and to encourage communities to become more aware of their right to voice their concerns in development management and address problems of the locality which directly affect them. The Project encourages active participation of the local ethnic minority populations in the development process under a mechanism of decentralization of local administration and community empowerment, with Civil Society as a partner. This initiative is a four-year project which was launched in July 2013 and will conclude on June 30, 2017.  This Project receives financial support from the European Union.  The Project promotes collaborative participation between local government, local authorities, and ethnic populations in 24 of the neediest communities in three highlands zones.

 

Qualifications

For the leading External Evaluator:

  • Minimum of 7 years of experience in the development sector with monitoring, evaluation and learning responsibilities;
  • Advanced Degree (Master’s Degree) in statistics, social sciences, development sciences or other relevant discipline;
  • Previous documented experience conducting surveys, mid-term reviews and final evaluations individually and also as a team leader in conflict or post-conflict environments, preferably using participatory methods and approaches;
  • Strong statistical and analytical, quantitative and qualitative research skills;
  • Good understanding of human rights-based approaches to programming;
  • Good understanding of local and cultural issues;
  • Flexibility and adaptability;
  • Excellent level of English (oral and written), excellent skills in report writing and excellent presentation skills;
  • Previous experience conducting similar work in Thailand, especially in the Northern Region, is highly preferred;
  • Preference will be given to candidates who are currently based in Thailand.

 

For the Assistant Evaluator:

  • Minimum of 3 years of experience in the development sectors with monitoring, evaluation and learning responsibilities;
  • Degree (Bachelor Degree) in statistics, social sciences, development sciences or other relevant discipline;
  • Previous documented experience conducting surveys, mid-term reviews and final evaluations individually and also as a member of an evaluation team in conflict or post-conflict environments, preferably using participatory methods and approaches;
  • Documented experience working with local authorities and local communities conducting community mobilization and FGDs;
  • Excellent knowledge of the local context and sensitivity and understanding of local and cultural issues;
  • Good level of English and excellent knowledge of Thai language (oral and written);
  • Previous experience conducting similar work in Thailand, especially in the Northern Region, is highly preferred.
