The International Federation of Red Cross and Red Crescent Societies (IFRC) seeks to appoint a:

Title:               Human Resources Manager

Reports to:      Support Services Manager

Organisation background:

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 190 member National Societies. The Organization acts before, during and after disasters, crises and health emergences in order to meet the needs and improve the lives of vulnerable people.

Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) , policies and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade.

The Country Cluster Support Team (CCST) covers four countries namely Cambodia, Lao PDR, Thailand and Viet Nam. The Federation hosts teams in each of these countries except Lao PDR where the support is done remotely from Thailand office. The CCST operates as one joint team to support each country’s National Society and partners.

The Support Services department covers all traditional support services functions including the Human Resources, Finance, Administration, Logistics, Information technologies (IT), Legal support and Security support. All team members cooperate closely to provide efficient support services based on Federation’s standards of quality, competitive cost and time criteria. All team members deliver efficient support services to various stakeholders at all levels in the CCST such as all programme teams, Federation’s visitors, Partner National Societies, National Societies and country teams.

The Human Resources Manager reports to the Support Services Manager.

Purpose:

The mission of the Human Resources Manager is to provide cost effective day to day quality human resources services that enhance the work efficiency of the CCST, in accordance with Federation standard procedures, policies and regulations. He / She and works in close collaboration with all teams.

The Human Resources Manager ensures that all HR needs of the CCST, partner national societies and national societies in the cluster are fully met. He / She manages and coordinates all human resources related activities.

He / She contributes to the achievement of the Federation’s Strategy for Implementation 4 to “ensure a strong IFRC that is effective, credible and accountable” and the role demands strict adherence to the International Federation of Red Cross and Red Crescent Societies’ Code of Conduct. 

Job duties and responsibilities

Staff management:

  • Direct line manager for the Human Resource Senior Assistant;
  • Work in close collaboration with the Support Services Officer (Cambodia) and the Office Managers (Cambodia and Viet Nam) for the Human Resources components of their respective job descriptions;
  • Ensure enough coaching, experience sharing and guidance is provided to teams under line management and technical management;
  • Ensure that the human resources team completes tasks and delivers the assigned work in a timely manner, within the budgeted human resources costs and with good standard of quality;
  • Responsible for the optimal utilization of human resources within the CCST to deliver high quality, value added services;
  • Responsible for reviewing, amending, harmonizing National Staff Regulations to ensure that they are in line with the applicable National labour laws as well as with the Federation’s Human Resources standards;
  • Liaise with HR focal points in countries, local lawyers, regional HR manager and legal officer, PNSs and NSs management, staff, CCST management team to ensure the above objective is done in transparent consultation process;
  • Ensure in close liaison with each line managers that position descriptions / terms of references exist and are updated for all team members;
  • Ensure adequate HR planning: coordinate staffing needs, including supervising the tracking of mission dates, request for staff and extensions for delegates;
  • Serve as the focal point for all PNS related national staff issues, including payroll, contracts, insurance, surveys and analysis;
  • Regularly liaise with the Regional Human Resources Manager (Asia Pacific) for all delegate issues: planning, recruitment, selection, paperwork, welfare, personal health, evaluations, performance management;
  • Serve as the focal point to support CCST as requested and ensure harmonization of the local procedures in the 4 countries of operation.

Human Resources budget management:

  • Monitor the Human Resources budget part of the shared office costs on monthly basis in close coordination with the Finance Manager;
  • Monitor the programme staff budget in close collaboration with the Finance Manager;

Recruitment process:

  • Lead a recruitment system that ensures the right people in the right jobs at the right time;
  • Identify new ways to attract new profiles and competencies to the organisation;
  • Ensure that the recruitment process is performed according to IFRC’s principles and procedures;
  • Implement the recruitment of national staff and consultants including drawing up contracts and developing remuneration packages. 

Payroll and Insurance management:

  • Manage the monthly payroll for all national staff: ensure and validate the accuracy of information and payroll calculation, according to the applicable labour law and the organization’s rules and regulations;
  • Manage the National Staff Health Insurance plan and ensure good communication with all staff about the insurance scope;
  • Responsible for yearly cost of living surveys and assessment of the local salary scale.

HR databases:

  • Responsible for maintaining accurate HR database and personnel records for all staff;
  • Responsible for maintaining accurate database of trainings and workshops;
  • Responsible for maintaining accurate database of consultants, including comments on work performance and contact details.

Training and staff development:

  • Manage in close collaboration with line managers the development plans for staff;
  • Monitor completion of annual performance review and objective settings in the learning platform;
  • In collaboration with supervisors and other delegation staff, develop and organize a proper briefing and orientation system for new arrivals;
  • Coordinate the development of staffing plans which ensure succession planning and placement of people in places where they are most needed;
  • Be the CCST focal point for all requests for training on an international level including WORC, IMPACT, Effective writing, learning platform;
  • Be a resource person to facilitate trainings, including for RCRC movement briefings.

Visa Management:

  • Supervise the deliveries of the Human Resource Senior Assistant for visa related questions and provide support where needed; 

Working environment:

  • Nurture a working environment which enables effective performance and compliance of set standards of conduct and discipline;
  • Establish and manage an appropriate system for handling misconduct and other forms of grievances;
  • Responsible for the development of an appropriate system for health and psychological support for staff based on global guidelines;
  • Initiate and coordinate team building activities once a year.

Monthly reporting:

  • Provide monthly activity reports to line manager, including headcounts report, employees’ database follow up, recruitment follow up, visa, training records, etc.;
  • Provide timely and quality reporting for management purpose;

Capacity building of National Societies:

  • Support the capacity building in Human Resources of 4 National Societies: Cambodia, Lao PDR, Thailand and Viet Nam;
  • Contributes to identify talent from National Societies in the cluster;

Security:

  • Responsible for the support in case of medical evacuation or medical incident;
  • Monitor the Thai news and share relevant information with the Support Services Manager;
  • Organize security briefings upon request of Support Services Coordinator;
  • Assist the Support Services Coordinator in his / her role of Security Focal point;

Risk management:

  • Responsible for the follow up and reporting of audit recommendations linked to Human Resources;
  • Disseminate and promote the Code of conduct among all teams.

Relationship management:

  • Responsible for the dissemination of IFRC HR procedures among all teams (IFRC, PNS, NS);
  • Responsible for the briefing and training of IFRC/PNS/NS staff on IFRC Human resources procedures;
  • Focal point for all HR related questions for IFRC as well as PNS and NS staff;
  • Work closely with the Human Resources Manager in Asia Pacific (technical line management);
  • Work closely with the Human Resources counterparts in the National Societies, country delegations, Partner National Societies and other INGOs networks;
  • Contribute to develop a system of networking and sharing of Human Resources best practices among National societies of the cluster;
  • Ensure good communication and liaison with Ministry of Foreign Affairs.

Other tasks

  • Support the CSR Unit for emergency deployment of staff;
  • Coordinate ad hoc support to the communication unit during the World Red Cross and Red Crescent day;
  • Additional duties as assigned by the Support Services Manager.

Qualifications, experience and skills required:

  • University degree or can demonstrate equivalent intellectual capacity
  • Professional Human Resources qualification
  • 5 years’ experience of managing and supporting staff
  • 5 years’ experience in dealing with locally employed staff issues
  • Prefer experience of working for the Red Cross/ Red Crescent Movement
  • Prefer experience of working for a humanitarian aid organization in a developing country
  • Prefer basic Delegates Training Course or equivalent knowledge
  • Self-supporting in computers (Windows, spreadsheets, word processing)
  • Skills in training and developing staff
  • Fluently spoken and written English
  • Thai citizenship or foreigners holding a valid work and residence permit to live and work in Thailand
