Scope of work - LINKAGES Thailand consultant
Funded by the U.S. Agency for International Development (USAID) and managed by FHI 360, the Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project in Thailand focuses on interventions to reduce HIV transmission among MSM, MSW and TG populations and improve the quality of life of people living with HIV (PLHIV) in Thailand.
The LINKAGES Thailand project uses the HIV cascade of services as the overall strategic framework, mapping how individuals should ideally move through the continuum of HIV prevention-care-treatment services to reduce HIV transmission as well as to ensure a high quality of life for PLHIV. Community-led information and communication technology (ICT) approaches can play an important role in reaching members of key populations, providing information and influencing, facilitating referral and service delivery, and tracking clients across the cascade; however, to take full advantage of these opportunities, programs and communities need to become much smarter in the use of new technologies and ICT methodologies.
Toward this end, LINKAGES Thailand is seeking a consultant to work with the project on multiple assignments related to improving the HIV cascade of services for key populations in Thailand. In particular, the project foresees the following:
- Global Fund concept note preparation – The consultant will work with LINKAGES, USAID, and the MOPH Global Fund team to write the HIV section of the concept note that will be submitted to The Global Fund. The consultant will have on-going meetings with concept note partners and stakeholders, including the MOPH and its various departments, Raks Thai Foundation, USAID, FHI 360/LINKAGES, WHO, UNAIDS, and others. The consultant will be expected to take the agreed upon strategy, targets, geographic priorities, partnerships, etc. and write these into the format of the Global Fund concept note. S/he will also be expected to share initial drafts with stakeholders, obtain feedback and comments back in a timely manner, and incorporate these into a final draft. Deliverable: A full finalized draft of the Global Fund HIV concept note
- Preparation and planning of two regional key population workshops – a) LINKAGES Thailand will host and support two workshops of import for key populations. The first is a workshop as part of the Regional Asia Stigma and Discrimination (S&D) HIV in the Health Care Setting Consultation in scheduled for May 25-26. The agenda includes a learning workshop focused on community-led HIV services and community empowerment and its relationship to stigma and discrimination. The consultant will be expected to lead the development of the agenda and planning for this workshop in collaboration with LINKAGES staff and partners, USAID, and Inform Asia (managed by RTI). The consultant will meet with stakeholders to determine and build consensus on the goals, themes, speakers, and format for the workshop. The consultant will likely facilitate certain sections of the workshop. Deliverable: Final agreed upon agenda for workshop, management and organizing of participants, and successful facilitation of certain segments of the workshop. b) LINKAGES Thailand will support a regional workshop on Improving the HIV cascade among Transgenders in Asia: Moving from Demonstration Sites to Scale-up. The workshop will be attended by regional and global leaders in programming for HIV prevention, care, and treatment for transgenders. The consultant will work with LINKAGES stakeholders, including the Asia Pacific Transgender Network, to plan and organize the workshop. It is expected that the consultant will contact stakeholders and build consensus on agenda goals, topics, speakers, and themes. The consultant may be asked to facilitate parts of the agenda. Deliverable: Finalized agenda for the workshop, management and organizing of participants, and possible facilitation of segments of workshop.
Qualifications:
- Residence in Thailand and high degree of familiarity with PEPFAR programming support to the National HIV Program.
- High degree of familiarity and experience with The Global Fund concept note format and processes for developing a concept note
- High level of familiarity and experience with transgender issues in the Asia Pacific Region, specifically building off of the Asia-Pacific Trans Health Blueprint
- High level of familiarity and experience with stigma and discrimination issues for key populations, specifically men who have sex with men, transgenders, people who inject drugs, and sex workers.
