The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces
Job Overview/Summary: The Senior Medical Referral Officer is in charge of assisting the referrals of patients from IRC health facilities to Thai hospitals. This includes management of Mae Sot Patient House, organization of the referrals, internal and external coordination, reporting and monitoring and evaluation of referral activities Oversee Referral system and supervise EMR Translation Assistants.
Major Responsibilities:
- Manage IRC Mae Sot Patient House
- Supervise and support the EMR Translation Assistant and the cook/cleaner.
- Ensure the recruitment, training, supervision and evaluation of staff under his/her supervision.
- Plan the activities (duty rooster, holidays etc.).
- Supervise that food is prepared 3 times a day, taking in consideration TBBC ratios, medical, hygiene and cultural specificities.
- Supervise that Mae Sot Patient House is clean and in good condition.
- Liaise with Logistic department for maintenance of Patient House equipment, materials, and procurement of Patient House materials whenever necessary.
- Ensure the contents of emergency medical kit are regularly checked and replenished.
- Conduct an inventory of Patient House materials once a year.
- Organize and supervise referral activities to Mae Sot Hospital
- Ensure that EMR Translation Assistant provide an effective supports to patients referred to MST Hospital from their arrival to the Mae Sot Patient House until their departure to the camps, according to IRC Referral Procedure.
- Ensure a proper flow of information between IRC’s Camp health workers and respective base staff, and MST Thai Hospital staff.
- Ensure that IRC rules and regulations are respected during transportation and during the stay in the Patient House.
- Participate to the revision/update of IRC Referral Procedure and guidelines.
- Together with Clinical Manager to conduct biweekly visits to Mae Sot Hospital to visit patients hospitalized.
- Follow-up closely on patients with complex / expensive care with the support from the Clinical team.
- Organize referral activities to Chiang Mai Hospital
- Ensure an effective coordination with partners NGO (Child’s Dream and BCMF) about patients referred to Chiang Mai Hospital: follow-up on appointment dates, outcome of treatments etc.
- Supervise the organization of the trips to Chiang Mai Ensure an effective coordination with logistic/admin department about transportation/authorization aspects.
- Ensure an effective coordination with camps about these referrals and ensure a proper feedback.
- Organize Health campaign with Thai hospital
- Ensure an effective coordination with Thai hospital (Maesot hospital, Umphang hospital) about Health campaign: follow-up on appointment dates, outcome of campaign etc.
- Support the organization of the referral at Camp level and in Umphang base
- Conduct regular visits to Umphang Patient House and Umphang Hospital to provide technical support to the referral activities (organization, information flow etc.) in coordination with Umphang Medical Officer.
- Conduct regular visits to Maela, Umpiem and Nupo IRC Health facilities to provide technical support to the referral activities (follow-up of appointment dates, organization, information flow etc.), in coordination with Maela and Umphang Clinical Manager.
- Monitoring and evaluation, reporting
- Ensure proper monitoring and evaluation of the referrals in IRC mission, including data entry, management and indicator follow up.
- Identify, access and analyze gaps in the implementation and make suggestions/recommendations to the Health Coordinator to improve the quality of the activities.
- Check and analyze monthly bill received from Thai Health Facilities.
- Follow-up on referral expenses and feedback to Deputy Program Coordinator / Medical Coordinator.
- Follow-up on Patient House budget on monthly basis.
- Submit monthly Patient House and referral report (activities from MST Patient House and referrals to MST/Chiang Mai hospitals and overall challenges and recommendations on referrals) to Deputy Program Coordinator.
- Submit monthly database from MST Patient House to HIS Program Support Officer and Health Coordinator.
- Ensure regular and proper information sharing and reporting to the field teams.
- Coordination and representation with other stakeholders
- Ensure a proper reporting, communication and information flow between Patient Houses, bases, and camps.
- Coordinate and ensure good relations with other actors involved in referrals: partner NGOs, CBO and Thai Health Facilities.
- Ensure the implementation and follow-up of the partnership agreement with other NGOs and agencies.

- Perform other related tasks as assigned by supervisors and/or line manager.

Education
Work Experience and/or Demonstrated Abilities
|
- Bachelor of Nursing Science
- At least 5 years of relevant work experience in a similar position.
- Experience in an NGO is an asset.
- Knowledge of Thai Health System is an asset.
- Experience in administrative, and logistics management is an asset.
