Position Description

 

POSITION TITLE:              External Relations & Communications Manager (Asia Counter-Trafficking in Persons Program)

LOCATION:                        Bangkok, Thailand

DEPARTMENT:                   Civic Engagement and Social Equity

REPORTS TO:                     Chief of Party, Asia Counter-Trafficking in Persons Program

Position Summary:

The goal of the USAID-funded Asia CTIP program is to reduce trafficking in persons in Asia through a more effective regional response that addresses human trafficking risks, provides appropriate responses that transcend borders, and protects the rights of vulnerable and trafficked persons. The Asia CTIP program will address the issue of human trafficking in Asia through activities conducted under three components: Force Multiplier 1 (FM1): Strengthen learning around trafficking in persons and interventions; Force Multiplier 2 (FM2): Improve coordination and cooperation between source, transit and destination countries; and Force Multiplier 3 (FM3): Leverage private sector engagement to reduce trafficking in persons in target sectors.

The External Relations and Communications Manager is responsible for collecting Asia CTIP best practices and communicating project activities and results, keeping key stakeholders informed, coordinating with other relevant programs and government structures, tailoring regional and national-level communications on issues related to trafficking, and reporting to USAID’s Regional Development Mission for Asia (RDMA) on successes and progress toward the program objective. The position is based in Bangkok, Thailand and will require significant travel to other countries in the region.

 

ESSENTIAL RESPONSIBILITIES:

 

  • Develop and manage communications strategy to reach program results and report on progress to USAID.
  • Develop communications products that use appropriate language and graphics for dissemination via the project’s learning platform, Collaborating, Learning and Adaptation (CLA) events, printed media, intranet, social media, and other channels.
  • Participate in regular field visits to document project activities and results, and train staff and partners. This includes developing a photo and video database to accompany articles and document project success.
  • Develop media strategies to promote and raise awareness about project objectives, activities, and impacts and facilitate strategic outreach activities to communicate progress and/or results of the Asia CTIP project to a wide audience.
  • Work with Monitoring, Evaluation and Learning (ME&L) and program staff to produce progress reports and success stories for USAID and other audiences.
  • Write, format and edit communications materials and promote clear internal communication efforts throughout the project and its partners.
  • Manage regional editorial calendar for communications/knowledge product production and publishing, and track all communications team activities and proposed activities.
  • Ensure women and marginalized groups are beneficiaries of the project and considered when developing outreach and communication strategies and activities.
  • Liaise with RDMA’s Communication Officer and ensure that the project follows the Branding and Marking Plan and all rules on communication materials as outlined in the Asia CTIP Cooperative Agreement.
  • Coordinate and communicate on a regular basis with Winrock’s Home Office communications staff.
  • Complete other tasks as assigned by Winrock.

 

QUALIFICATIONS:

Education:          University degree in communications, journalism, English or other related field of study required; Master’s degree preferred.

Technical:           Minimum of three years of experience in project communications required (USAID experience preferred)

Skills/Knowledge:       

  • Knowledge or understanding of social, economic, and political context around human trafficking issues and analysis in Asia.
  • Fluency in written and spoken English language skills required.
  • Portfolio of excellent work that demonstrates expertise, creativity, and ability to change the “voice of writing” to fit varying audiences.
  • Demonstrated experience managing and executing multiple projects in a fast-paced, cross-cultural environment.
  • Familiarity in behavior change communications methods as well as the development of materials for illiterate audiences.
  • Good working knowledge of photography and video clip shooting/editing preferred and experience with Adobe software.
  • Proven ability to create top quality communication materials in both print and web.
  • Demonstrated effective interpersonal skills, creative problem solving, and conflict management skills.
  • Proven ability to work and manage time independently and professionally, good interpersonal and team building skills.
  • Experience handling complex enquiries and interactions with multiple stakeholders.
  • Willingness to travel and work throughout the Asia region as needed.
