I. PURPOSE

The purpose of this Term of Reference (TOR) is to identify an interested professional consultant to build capacity of selected staff on proposal development and develop a curriculum of proposal development for Raks Thai Foundation and its Sub-Recipients.

II. BACKGROUND

Raks Thai Foundation (RTF), a member of CARE International, has been working in Thailand since 1979 in the area of emergency relief, community natural resources management, micro enterprise promotion, education, health and HIV/AIDS prevention and care for affected families.

Under the new funding model (NFM) of the program funded by the Global Fund, STAR project, Raks Thai Foundation as a Principle Recipient focuses on several key populations particularly Men who have sex with men (MSM), Transgender (TG), People who injects drugs (PWID), Female Sex Workers (FSW), Male Sex Worker (MSW) and other vulnerable populations (migrants and prisoners). The aim is to reduce new infections of HIV and TB by sustaining intensive behavior change programs through RRTTR.

About Proposal Development

Currently, Civil Society Organizations (CSOs) working in the area of HIV/TB programs are facing the complicated circumstances in fundraising caused by rapid declined of funding support from international donors. According to this challenge, lack of skills and experience in producing a compliant and highly persuasive proposal are the major weakness of the CSOs under STAR project that received “grant funds” from international donors. Therefore, Raks Thai Foundation as a Principal Recipient (PR) of STAR project is planning to organize a training on Proposal Development to prepare for transition to a domestic supported system, and continuous improvement of interventions in the long-term.

The Proposal Development Training is designed for organization leaders and/or program supervisors with an aim to help them develop a compliant project proposal that is qualified for domestic funds. The training will include detailed methods of proposal development: outlining content, making an appropriate structure and logic flow, as well as an effective writing process and planning techniques.

To produce a compliant and highly persuasive proposal Raks Thai Foundation is looking for a consultant to Organize Training Activities and Develop a Capacity Building Curriculum” on proposal development. The selected consultant(s) will work closely with RTF team to ensure the seamless collaboration according to an agreed plan.   

III.   OBJECTIVES OF THE TOR

The objective of this TOR is to build the capacity of key responsible persons; organization leaders and/or program supervisors from selected CSOs to develop a compliant and highly persuasive project proposal related to health, HIV and TB.

IV. EXPECTATION

Strengthening staff capacity on project proposal development in the following areas;

  • Participants will be able to identify “root causes problem” and responses in project proposal,
  • Participants will be able to create a comprehensive and competitive proposal packages to increase support from different donors: institutional donor agencies, government sector, private grant makers, etc.

V. SCOPE OF WORK

The work

The consultant must account for the following scope of work:

  1. Work with RTF team to develop appropriate training structure and execution plan according to key objectives and expected outcomes,
  2. Develop the capacity building curriculum for proposal writing, including the detailed methods: outlining content, making an appropriate structure and logic flow, as well as an effective writing process and planning techniques,
  3. Develop training plan and innovative activities with the best use of available resources person, manpower and time,
  4. Prepare training materials, presentations and related tools to be used in the training,
  5. Organize an innovative training, using proficiency and expertise to ensure capacity from participants in the following key areas;
    1. Introducing components and structure of the project proposal for different donors,
    2. Problem analysis: identify creative and feasible ideas and highlight the urgency of the problems for persuasive proposal,
    3. Identifying purpose and objectives responding to the problems and organization capacities,
    4. Identifying target groups, intermediate groups and final groups of the proposal,
    5. Establishing log-frame and financial frame according to donors’ requirement,
    6. Grant funding mechanism and decision processes
    7. Proposals writing practice and tips,
  6. Review and provide induction of the final products: project proposals developed by participants,
  7. Manage the evaluation and assessment of training effectiveness and its impact,
  8. Prepare a full final report, including the detailed activities and training processes.

VI. DURATION AND DUTY STATION

Duration

The period expected for this consultancy is from 1 March 2017 to 30 June 2017, to be divided as follows:

  • 1 – 31 March 2017: develop a capacity building curriculum and prepare training materials
  • 1 April 2017 – 31 May 2017: conduct all training activities
  • Submission of expected deliverables related to trainings by 20 June 2017
  • 27 June 2017: discuss with Raks Thai team

Duty station

Actions must be take place in Bangkok, at Raks Thai Foundation Bangkok Office based on agreement plan. The consultant(s) are expected to attend several meetings with RTF team.

VII. DELIVERABLES AND PAYMENT

Expected deliverables

The final deliverables submitted to RTF include the following documents:

  1. A capacity building curriculum on proposal development,
  2. Training materials, presentations and related tools to be used in the training,
  3. A full final report, including detailed activities, processes and recommendations for improvements.

Payment

The payment will occur in two instalments:

The 1st payment with 50% of total amount and will be paid after completion the training activities.

The 2nd payment with the remaining 50% of total amount will be paid after submission of the following documents: 1) a capacity building curriculum of proposal development, 2) training materials, presentations and related tools to be used in the training, 3) a full final report, including detailed activities, processes and recommendations for improvements. The deliverable products must meet Raks Thai expectations as per scope of work before the instalments are paid.

 

VIII. CONSULTANT FEES

The fees for this consultancy should be proposed by the consultant, with RTF agreement. This amount should include all costs and expenses for the actions, out-of pocket, and service Taxes/VATs.

 IX. RIGHTS AND PROPERTIES

Raks Thai Foundation has rights and property for all products under this term of reference.  Any product dissemination needs to get permission in written from an authorized person of Raks Thai Foundation.

 X. QUALIFICATIONS AND REQUIRED DOCUMENTS

Qualifications

Competencies:

  • Knowledge and understanding of project proposal writing and significant experience in developing training activities and proposal development for non-profit organizations,
  • Previous experience working with NGO agencies is preferred,
  • Demonstrate a thorough understanding of proposal development,
  • Strong analytical thinking skills,
  • Excellent written communication skills both in English and Thai,
  • Excellent public speaking and training skill,
  • Ability to work in multi-cultural environments and fully recognizes concepts of marketing for nonprofits;
  • The ability to balance a process-drive approach while generating innovative ideas is imperative.
  • The consultant(s) must be flexible, enthusiastic, very passionate about applying documentations to maximize the social impacts and possess an energetic personality.
  • The successful candidate will be a detail-oriented, self-starter with strong organizational skills.

Experience: A minimum of  7 years professional experience, which includes at least 5 years in related fields.
