Save the Children International is looking for a QUEST & Education Convergence Coordinator

JOB TITLE:  QUEST & Education Convergence Coordinator

TEAM/PROGRAMME: Thailand Country Office      LOCATION: Mae Sot Field Office (frequent travel to border areas)

Type of Contract: Fixed term contract for 1 yearn (National)

CHILD SAFEGUARDING: Level 3 - The responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE: Save the Children Thailand has been supporting education for Karen children in Southeast Myanmar for the past three years. Our program is implemented in partnership with the Karen Teachers Working Group (KTWG) and has been focused on increasing the supply of education to support 80,000 at risk out of school children (OOSC) and youth to enroll in school. The project has been implemented from the Thailand side of the Thai-Myanmar border as remote conflict affected areas of Southeast Myanmar are not yet accessible from the Myanmar side and because Karen organizations, such as KTWG and KED, which provide extensive support for education to Karen communities are based in Thailand. We have undertaken a review of the Karen education to understand key strengths and weaknesses and plan for further improvements to education access and quality. For the period January 2017 to December 2019 Save the Children Thailand will focus on building upon our current work to continue to will improve the quality of education, with a specific focus on foundational literacy and numeracy skills.

The Goal of this project is to ensure that conflict affected children in Southeast Myanmar have access to quality basic and non-formal education (NFE) and communities support children’s learning. The project coordinator will have overall responsibility for ensuring the effective planning, implementation and reporting of the project.  In addition to this, the coordinator will be responsible for supporting Save the Children’s education convergence activities which focuses on advocacy for the recognition of ethnic and refugee education in Myanmar.

Reports to: -Directly reports to Development Program Manager. -Technical reporting and guidance from Senior Education Specialist.

KEY AREAS OF ACCOUNTABILITY :

Program Coordination and Support:

  • Coordinate the planning, implementation, monitoring and evaluation of the QUALITY CROSS BORDER EDUCATION SUPPORT IN THAILAND (QUEST) project with KTWG  in accordance with project design and plans as agreed with Senior Education Specialist
  • Coordinate with other QUEST implementing partners to ensure the sharing of knowledge, learning and resources related to QUEST programming
  • Support the planning, implementation and reporting of SCI’s education convergence activities, including the Education Stakeholders’ Quarterly Meetings
  • Ensure effective communication between the QUEST project and other education programmes within Save the Children Thailand.
  • Coordinate QUEST training as well as any relevant staff training and learning workshops when necessary.
  • Coordinate QUEST learning activities, data collection, data management, and data analysis according to guidance and agreements with Senior Education Specialist.
  • Support the delivery of training and learning activities as required.
  • Ensure that the QUEST project is implemented in line with SC established standards and guidelines and adheres to the Cargill grant guidelines
  • Ensure that the activities meet the technical standards and specifications as instructed by Senior Education Specialist
  • Ensure effective communication and networking developed and maintained through partnership and collaboration with all stakeholders.
  • Enhance or contribute to project efficiency and effectiveness through implementation follow-up activities with various implementing partners, including monitoring inputs, local conditions and resources and education project status.
  • Ensure or contribute to the appropriateness of financial, administrative and supply documentation. Follow up on queries, including with and by partners, or initiate corrective action on discrepancies;
  • Working with other relevant staff, analyze collected data and information and prepare progress reports and assist in identification of required supplies and equipment;
  • Ensure or contribute to the availability of accurate, complete and up-to-date information required for effective QUEST project design, implementation, management, monitoring and evaluation, including gender disaggregation.
  • Draft or contribute to accurate QUEST project budgets for review by the supervisor.
  • Contribute to or provide recommendation and other project documentation, assuring accuracy and consistency and provide support for consultation with partners as required on planning and implementation of QUEST project activities;
  • Compile or contribute to QUEST project implementation training, orientation and capacity building materials to promote knowledge sharing with donors and partners;

Staff management:

  • Provide direct technical support and daily management to QUEST Officer
  • Provide strategic direction to the project staff and partners in line with Save the Children’s education strategy.
  • Conduct regular coordination and collaboration meetings  with project partners
  • Coordinate with the Education Senior Specialist to provide timely and effective responses to QUEST program challenges reported by staff.

Planning, reporting, monitoring and learning:

  • Monitor and evaluate the QUEST program activities in line with the internal M&E plan and in coordination with others
  • Ensure timely and quality planning and reporting of QUEST activities to program manager, senior education specialist, and donor in line with internal requirements.
  • Collate and write required implementation plans and reports from QUEST Officer for timely submission to Education Senior Specialist
  • Attend meetings with Senior Education Specialist to update progress of project and receive guidance on technical aspects, at least once per month
  • To maximize continuous learning, ensure timely and quality documentation of QUEST activities, including collection of case studies, documenting of lessons learned, best practices and challenges in accordance with requirements agreed with Senior Education Specialist
  • Other duties as assigned and according to the demands of the program

Collaboration and Representation:

  • Represent Save the Children in a professional manner.
  • Liaise with other stakeholders, including schools, local leaders, partners and participate in relevant meetings.
  • Collaboration with other team members across to ensure synergies and consistency in our programming approaches.
  • Represent programming with local government, NGOs, communities and within SC as appropriate.

General:

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 QUALIFICATIONS 

  • University degree in one of the disciplines relevant to the following areas:  Education, Economics, Social Sciences, or a field(s) relevant to international development assistance or humanitarian work.
  • Minimum 3-4 years of professional work experience at national and international level relevant Education programmes (ideally including literacy, DRR and Psychosocial support)
  • Fluency in the local language/s and English required.
  • Strong verbal and written English skills
  • Strong interpersonal skills the ability to work collaboratively with others
  • Program management skills
  • Good computer skills (MS Office, including Outlook for email)
  • Experience in capacity building and training
  • Reporting and monitoring skills

Desired:

  • Experience and expertise in early grade reading and numeracy programs highly desirable.
  • Master’s degree in a relevant discipline is desirable.
  • Experience in delivering effective teacher training programs is desirable
  • Background in Emergency programme is an asset.
  • Experience working in an international development organization is an asset.
