Context:

Under the overall and direct supervision of the Program Manager, the successful candidate will be based at Mae Sot Hospital’s Legal Clinic and will be responsible for contributing to the development of standard operational procedure and model of (complete and effective) birth registration, and the implementation of the trainings and coordination with key stakeholders of Mae Sot Hospital’s Legal Clinic for service delivery and case referral.

 

Core Functions / Responsibilities:

  1. Assist Mae Sot Hospital’s Legal Clinic in developing effective and complete birth registration model for every child born at hospital and Mae Sot District;

  2. Build an institutional knowledge base in birth registration for relevant staff members of the project and Mae Sot Hospital to utilize when delivering birth registration services at Legal Clinic;
  3. Assist project staffs in the direct coordination with Mae Sot Hospital, 4 Hospitals in Tak’s Border Project, Faculty of Law at Thammasat University, Thai Lawyer Council, District and Municipality Offices, other governmental agencies and mentoring of staff members of legal clinic for service delivery;
  4. Assist in facilitating a needs-based approach to management of birth registration that is responsive to individual circumstance of the non-Thai/migrant children born at Mae Sot Hospital and in Mae Sot district;
  5. Assist and supervise the staff members of legal clinic in record keeping of beneficiaries, case studies and case management approaches which help develop complete and effective birth registration model;
  6. Produce reports on activities, lessons learnt and a handbook on complete birth registration model of Mae Sot Hospital’s Legal Clinic

 

  1. Build capacity and provide training to deliver the following services by Legal Clinic;

  2. Provide information of Legal Clinic’s services to migrants regardless of their status of service delivery;
  3. Produce communication materials and develop tools, e.g. posters, leaflets, community outreach for promotion of legal clinic and birth registration;
  4. Work collaboratively with the project staffs and key service providers to deliver induction briefings on Legal Clinic to (non-Thai) parents on arrival at Mae Sot Hospital;
  5. Provide basis instruction to complete birth registration for every child born at Mae Sot Hospital, but not limited to, in preparing information for birth registration, needs assessment and case plan for non-Thai children otherwise impact birth registration
  6. Link children born at Mae Sot Hospital to appropriate public services as required, such as MSDHS (Thailand); Department of Social Welfare(MSWRR, Myanmar); Department of Immigration(MOLEI, Myanmar); General Administration Department (MOHA, Myanmar)
  7. Regularly assess, identify, plan and roll out the training need, in consultation with 4 Hospitals in Tak’s border Project; Faculty of Law at Thammasat University; Lawyer Thai Council and the project staffs, in matters related to operational of Legal Clinic
  8. Organize and facilitate communication with local, national and cross-border counterparts, including meetings, reports, visual presentations and records of beneficiaries.

 

  1. Translate and interpret relevant government policies, decisions and other documents, including meeting notes, and distributing to IOM Bangkok project staff, and local staff/partners as needed;

 

  1. Develop and maintain liaison with potential partners (governmental and any other concerned agencies and working groups) for effective implementation of birth registration at Legal Clinic, case referral and maintain a stakeholder database;

 

 

  1. Undertake duty travel within and outside of Tak province as necessary to monitor activities undertaken in the field and stakeholder coordination;

 

  1. Collect and record updated data/information on civil registration, labour migration, migrant rights and policy, and legal processes concerning migrants, migration flows and challenges;

 

 

  1. Ensure the submission of monthly reports for consultancy work in English to the program manager in Bangkok and follow IOM’s principles and internal guideline in performing specific tasks at all time;

 

  1. Perform such other duties as may be assigned by the Program Manager.

Required Qualifications and Experience

 

Education

 

  • University degree in Law. A master’s degree is preferred;

 

Experience

 

  • At least five years of experience with an international or intergovernmental organization working on issues related to migrants and stateless populations in Thailand.
  • Demonstrated experience in liaising with government officials and in coordinating activities with NGOs and government partners;
  • Experience in organizing and coordinating surveys, workshops and trainings;
  • Capacity to work independently with minimum supervision;
  • Personal commitment, efficiency, and flexibility;
  • Experience in working effectively and harmoniously with colleagues from various cultures and professional backgrounds at all levels;
  • Good writing, communication and negotiation skills;
  • Fluency in Thai and English language.

 

Languages

Fluency in English is required.
