Business Support Manager

**This is a national hired post. We will be unable to provide visa and work permit to a non-Thai national.**

KEY RESPONSIBILITIES:

 

1. Contribute to the leadership and governance of the organisation as a member of the Senior Management Team (SMT)

 

  • Actively participate in senior management meetings as an equal player, contributing to discussions and decision making processes.
  • Lead on delivering Government requirements for project approvals and agreements on behalf of the Country Director.
  • Provide leadership to the business support functions, ensuring provision of quality services and advice to managers and to the SMT.
  • Ensure staff security is effectively managed so risks are understood, procedures are followed and risks are appropriately mitigated at the right levels.
  • Input to the SMT about the social, economic and political context in Thailand in order to help ensure proper management of Oxfam’s interests and responsibilities.
  • Develop and ensure implementation of the Country finance strategy and ensure effective financial management, asset management and financial accountability.
  • Deputise for the Country Director when required.

 

2. Lead the Business Support function ensuring professional service delivery that supports and empowers managers and users of the shared support services

 

  • Lead the business planning and annual reporting cycle ensuring planning, forecasting, budgeting and financial analysis supports country-level, strategic decision making and effective programme management.
  • Lead the budget setting process at the country level ensuring budgets are aligned to programme plans and activities, and monitoring and reporting processes are in place.
  • Lead and provide support to the Country Director and managers on risk management, systems and compliance, managing the risk register and ensuring actions are taken to identify and mitigate risks relating to projects, assets, partners and staff.
  • Develop appropriate financial and business support strategies and interventions that strengthen the organisation and its ability to function well in changing times.
  • Utilise business information and feedback to assess current strengths and address any gaps in practice and policy.
  • Ensure systems and processes are established with proper resourcing through effective planning and management of Business Support Services
  • Champion and drive through campaigns on cost effectiveness and cost recovery, finding new ways of working that reduce transaction costs.
  • Oversight of service level agreements with users of shared support services.
  • Ensure all business support functions operate in an effective manner and in accordance with best practices, complying with Oxfam GB procedures and the requirements of relevant donor organisations. 
  • Ensure  the compliance with Oxfam, departments, other Oxfam related entities and partners with all Government, Oxfam, donor requirements related to legal issues, financial management, IT, audit, security and logistics.

 

3. Effectively manage the performance of business support functions

 

  • Ensure everyone is clear about expectations and supported to develop and perform well, ensuring any poor performance issues are addressed swiftly and professionally when required.
  • Manage the Business Support function budget to ensure spending is within limits and delivers the planned returns.
  • Provide strategic oversight of the finance, logistics, security and compliance functions ensuring effective controls and systems are in place to mitigate risks.
  • Liaise with key stakeholders in country, in the Regional Centre and Oxford as necessary in order to resolve problems related to the effective functioning of business support.
  • Help create an environment for quality and innovation within the function.
