Organizational background

The post of Senior Migration Officer will sit within the Country Cluster Support Team, Bangkok office, working directly with the Head of Country Cluster Support Team, the ROMIA Programme Management Coordinator and the AP Regional Migration Coordinator.

The Senior Migration Officer will be responsible for supporting NSs in implementing migration activities in the Mekong Region and in close coordination with the program coordinator in Geneva and the Regional Migration Coordinator in Kuala Lumpur.

The Senior Migration Officer will manage and ensure implementation of the “Civil Society Action for Promoting Human Rights of Migrants” project, funded by the Directorate-General for Development and Cooperation – EuropeAid (DG DEVCO) and implemented in 15 countries. Within this project, the Senior Migration Officer will be tasked with coordinating, managing and monitoring all activities of four partner Civil Society Organisations (CSO) within the Mekong Region (Thailand, Myanmar, Cambodia, Vietnam Laos).  The Senior Migration Officer will work closely with the Bangkok Country Cluster Support Team, the Asia Pacific Regional Office (APRO) and the Central Programme Unit based in Geneva.

The Overall objective of the global Rights of Migrants in Action project is to promote and protect the human rights of migrants in targeted countries, migration corridors and regions through a globally coordinated civil society action, with a specific focus on migrant domestic workers and victims of human trafficking.

This will be delivered through the following four components:

1: Foster a harmonised and coordinated approach to civil society organisations toward the protection of human rights of migrants, in particular regarding migrant domestic workers and victims of human trafficking.

2: Migrants’ access to social services of the targeted countries, and the provision of basic services is enhanced through small scale CSO projects.

3: Build and strengthen the capacities of civil society organisations to support the improvements of human rights of migrants, in particular regarding migrant domestic workers and victims of human trafficking.

4: Build and maintain an active and effective networking with key partners and stakeholders (including the RCRC AP Migration network)

The project complements the RC/RC Movement mission to reduce risks and improve the lives of vulnerable migrants throughout their journey and is in accordance with the IFRC Policy on Migration principle 4: “Recognizing the Right of Migrants” and principle 5 : “Linking Assistance, Protection and Humanitarian Advocacy for Migrants”.

Job purpose:

The Senior Migration Officer will lead the overall project coordination and be responsible for the adequate completion of the Programme. The post holder will manage the delivery of all created activities at country and sub-regional level, – implementation, coaching, representation, technical guidance and day-to-day supervision of projects. He / She will ensure transparent and consistent coordination between IFRC Offices, RCRC National Societies, EU office and other stakeholders. 

Job duties and responsibilities

The post holder, under the supervision of the Bangkok HoCCST and working closely with the Regional Migration Coordinator, IFRC Country offices, as well as with the Central Programme Unit in Geneva, will be responsible for the following duties: 

COORDINATION AND MANAGEMENT

Project implementation

• Manage the project implementation in accordance with the objectives, plan of action, calendar, and planned budget; and assume responsibility for and manage effectively and efficiently all programme activities envisaged by the Annual Work Plan and allocated resources (human, financial, physical / material assets, etc.) in order to meet expected results;
• Ensure a continuous and coherent coordination with the CSOs, IFRC country offices and regional offices, EU representative on migration related policies;
• Develop annual activity and work plans as well as budgets based on expected year-end outputs, ensure close monitoring of activities and disbursements;
• Data collection and recording, project implementation and follow up, optimization of use of human and financial resources;
• Ensure optimum efficiency of donor funds, effective budgeting and financial controls, transfers and maintenance of compliance;
• Organizing a regional /national conference on human rights of migrants gathering all relevant stakeholders.
• Organize periodic national round tables between supported CSOs and relevant stakeholders.
• Establish a calendar of regional/national and regional migration related events.

Relationship with partners

• Maintain close coordination with the Asia Pacific Migration Network (APMN), NSs and the CSOs, to ensure synergies in the implementation of the projects;
• Ensure liaising with relevant government authorities and other local stake holders to inform them about programme activities, reach consensus and get support;
• Ensure that key partners (including EU Delegations, IOM, regional platforms) are informed on regular basis on the action’s implementation at National and Regional level;
• Ensure cooperation between the participating institutions of the project (CSOs, EU representative and other partners);

Communication

• Implement and adapt to the regional context communications strategy and awareness campaign on all project activities in cooperation with the CPU based in Geneva, at the country/regional level.
• Support organisation of media campaigns including awareness raising with the selected CSOs at country/regional level.
• Draft and implement with the CSOs, the regional/country level advocacy strategies based on the advocacy angels of the CSO projects.
• Ensure and encourage CSOs to provide regular inputs to the ROMIA quarterly newsletter and FB group
• Ensure wide dissemination and visibility of project achievements. Establish and manage mechanisms for exchange of information, experience and lessons learned;

Reporting, monitoring and evaluation

• Ensure timely preparation of quarterly project reports, working plans and other relevant

        project documents;

• Provide periodic quantitative and qualitative reports and other programme analysis when required to assist in risk assessment of funds and program performance;
• Ensure the timely implementation of requirements on Monitoring, Reporting and Evaluation, working closely with support/technical departments such as IFRC Country/Regional office and CPU team members based in Geneva.
• Ensure proper Monitoring, Training and coaching mechanisms of the CSO small scale projects in coordination with external consultant (when needed);

Research and training

Regularly update a mapping of CSOs working in migration in the region and relevant and similar existing and/or planned projects and initiatives at regional and country level.

• Carry out a desk study on the situation of migrants in the country/ region.
• Conduct a survey for assessing the training needs of the selected CSOS.  
• Based on the findings of CSOs’ capacity building survey undertaken in 2016, Conduct/support thematic and competences trainings for CSOs.
• Ensure data collection and analysis for on-going planning and timely reporting consistent with all Secretariat and donor requirements, and accountability for publication and dissemination of all reports
• Explore capacity building opportunities for NSs.

Area of Focus: Migration

• Lead and coordinate with the relevant IFRC offices and partners all migration related activities approved under the 2017 Operational Plan. 
• Coordinate, assist and mobilise support for NS work on migration.
• Present ideas, discuss and take initiatives in close cooperation with HoCCST and Regional Migration Coordinator by linking Assistance, Protection and Humanitarian Advocacy for Migrants.

 Undertake any other tasks as required by the Head of Country Cluster Support Team 

Qualifications, experience and skills required:

• University degree in political or social sciences, international relations, economics or equivalent
• Relevant experience on project and budget management
• Relevant experience on reporting, monitoring and evaluation
• Proven interest on migration issues is preferred
• Experience of working for the Red Cross/Red Crescent is preferred
• Experience in organization of meetings and conferences
• Experience in implementing and managing training courses is preferred
• Awareness of gender issues and ability to facilitate the development of practical strategies
• Extensive Team management experience, supervision of staff, coaching counterparts
• Experience in project cycle management (Project writing, Log Frames, Financial management, Reporting, Monitoring and Evaluation)
• Experience in managing communications and advocacy projects
• Creative and result-oriented problem solving skills
• Information analysis and report writing skills
• Ability to work with a degree of autonomy
• Excellent interpersonal, communication and networking skills
• Time management and organisation skills
• Good drafting and research skills
• Awareness of migration issues and dynamics in the region, including relevant legal and policy frameworks is preferred
• Fluent spoken and written English
• Thai citizenship or foreigners holding a valid work and residence permit to live and work in Thailand
