Community Facilitator

Innovative Community Livelihoods with Sustainable Financing in Selected Buffer Zone Village of Huay Kha Kaeng Wildlife Sanctuary

RECOFTC – The Center for People and Forests holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management. With over 30 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating—RECOFTC delivers innovative solutions for people and forests.

 

RECOFTC is now seeking a Community Facilitator, Innovative Community Livelihoods with sustainable Financing in Selected Buffer Zone Village of Huay Kha Kaeng Wildlife Sanctuary, under Thailand Country Program, Program Coordination and Operations (PROCO) Unit. The successful candidate will be based in Huay Kha Kaeng, Uthaithani Province. The contract period will be 12 months with a possibility of extension.

 

POSITION SUMMARY

The Community Facilitator works as a staff member for implementing the Regional Community Forestry Training Center for Asia and the Pacific (RECOFTC) - The United Nations Development Programme (UNDP) project on Innovative Community Livelihoods with Sustainable Financing in Selected Buffer Zone Village of Huay Kha Kaeng (HKK) Wildlife Sanctuary in western forest, Thailand. The total duration of the project is for 36 months starting from November 2016, and it is funded by UNDP. Community Facilitator will hold a key role in facilitating the dialogues, consultation forum, meetings with stakeholders, and training to ensure full participation, interactive exchanges of views, and clear communication towards productive results and agreement. In addition, Community Facilitator will also support activities at the project sites such as project planning, strategy development, implementation, capacity building and monitoring and evaluation.

 

MAIN DUTIES AND RESPONSIBILITIES

Under the direct supervision of Community Forestry Partnership Coordinator of Thailand Country Program (TCP) of RECOFTC, Community Facilitator will closely work with other TCP staffs for implementing project. Community Facilitator will also assist to manage the project and ensure effective and timely planning, development, delivery, and monitoring and evaluation in an integrated and coherent manner.

 

 

 

The Community Facilitator will report to CF Partnership Officer. S/he has the following responsibilities and duties:

  • Take the lead role in coordinating 6 pilot sites, key stakeholders and CF network in buffer zone of HKK for implementing project.
  • Take the lead role in facilitating the dialogues, consultation forum, meetings with stakeholders for developing conservation agreement, community forest management plan, and natural resource based community development plan.
  • Provide and support capacity building and training on NRM based livelihoods development for forest dependent communities.
  • Support other project staffs for conducting land use change analysis, innovative livelihoods analysis and development, payment for environmental services (PES) mechanism development, and technical know-how in 6 pilot sites and CF network in buffer zone of HKK.
  • Support to manage the project’s financial resource management with prudence and probity, and be fully accountable for expenditures in accordance with UNDP and RECOFTC policies and procedures.
  • Provide support to document and disseminate lessons learned, innovative knowledge, tools, processes and experiences of good practices of the project.
  • Assist in the preparation of deliverables and reports of the Project.
  • Assist in managing, planning, coordinating, monitoring and evaluating project activities in the project.

QUALIFICATIONS AND EXPERIENCE

The Community Facilitator will have the following essential and desirable qualifications and experience:

Essential

  • A bachelor’s degree or higher in social sciences, community forestry, Community based Natural Resource Management (CBNRM) and/or rural development, and a related field.
  • At least 5 years of professional experience in community development work, natural resource management or environmental conservation field training;
  • Strong work experience in facilitation, extension and communication;
  • Good working experience in conservation-oriented livelihoods development;
  • Able to work collaboratively as a team;
  • Experience working with indigenous communities is an advantage;
  • Possesses collaborative attitude and ability to work in a multicultural environment;
  • Ability to communicate and work with government officials, NGOs and communities;
  • Must be a Thai national;
  • Willingness to travel frequently within Thailand and possibly within the region.

General

In addition to job specific skills and experience, the applicant should possess the following characteristics (including attitudes and skills):

  • Interpersonal communication skills, individually and in-groups, with an ability to work as an active member of teams. This implies flexibility and open-mindedness;
  • Hands-on experience and able to work independently with minimum supervision;
  • Initiative and ability to make informed independent judgments (which is not inconsistent with an overall team approach);
  • Ability to work in a variety of cultural and institutional contexts, with respect to the integrity of difference cultures
