                               CALL FOR EXPRESSION OF INTEREST ON POLICY ADVOCACY 2017

                          LOCAL CAPACITY INITIATIVE : FOR 15 Dec 2016– 30 September 2017                  

Raks Thai Foundation in partnership with the Foundation for AIDS Rights (FAR), Lao Positive Health Association (LaoPHA) and the Vietnam Network of People Living with HIV (VNP+) as the Local Capacity Initiative Consortium , under the support of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID), is implementing this initiative to strengthen advocacy capacity of staff or representatives from civil society organizations and to advocate for improved access to quality HIV services, including community-led HIV services and provision of pre-exposure prophylaxis.

LCI Consortium is a consortium of civil society organizations to advocate for improved HIV response as collaborative effort with other partners and networks to ensure ending HIV and sustainability. Our countries of focus include Thailand, Lao PDR and Vietnam. The program is to bring out leadership and strengthen capacity of civil society organizations to effectively advocate for improved HIV response with their respective governments.

LCI Consortium is calling for expression of interest of staff or representives from civil society organizatoins to participate in our policy advocacy activities. The qualifications of interested persons should be as follows: 

Qualifications:

  1. Staff of civil society orgnaizations or community-based oragnizations working with key populations, including Men who have Sex with Men (MSM), transgender (TG) women, sex workers (SW), people who inject drugs (PWID) and people living with HIV/AIDS in Thailand, Lao PDR and Vietnam.
  2. Interested in or has a plan on policy advocacy for improved equitable access to HIV servcies among key populations such as community-based HIV servcies, privision of pre-exposure prophylaxis and domestic financing.
  3. Able to participate in the process for at least one year and get an approval from the organization to participate in the program. Willingness to cooperate for training follow-up.
  4. Willing to work in partnership with the LCI project in policy advocacy movements.

Conditions:

  1. 2-3 participants per one organization in order to be able to implement an advocacy plan
  2. Able to continuously participate in the entire process at least 3 training events in 2017.
  3. This participation includes attending capacity building sessions and partaking in policy advocacy activities. At this point, there is no funding implications to your organization.

Key activites of LCI (subject to change if appropriate):

  1. Organize 3 three-day capacity building sessions (Raks Thai Foundation will be responsible for all costs occured for the sessions). Topics of the sessions include 1) Policy analysis 2) Policy monitoring 3) Networking and multisectoral collaboration 4) Advocacy communication & Policy dialogue 5) Addressing policy implementation barriers 6) Participatory monitoring and evaluation
  2. Public policy advocacy campaigns and policy advocacy activities such as policy advocacy on community-led HIV services and provision of pre-exposure prophylaxis.
  3. Visits to participating organizations for coaching and monitoring.
  4. Collect field data on policy needs/movement and provide feedback for project monitoring and evaluation.
