Drowning is the most common cause of child death in Thailand killing around 2,700 children per year. A new trend is now emerging in many middle-income countries with increased child deaths from injury and accident. Thailand’s late remarkable economic rise has created new hazards and vulnerabilities for children.
Save the Children Thailand is leading a child safety for survival program in Khao Lak, Phang Nga province funded by the Michael Holland foundation which aims at enhancing children’s knowledge of drowning prevention and contributing to reduce child injury and death by drowning across Thailand.
Save the Children will run a program in Phang Nga in collaboration with the Thai Life Saving Society (TLSS) and Marriott, with overall objective of promoting child drowning prevention through the following methodologies:
(1) Conducting prevention activities and educating children on drowning prevention in target schools as well as encouraging children to enroll in Early Childhood Development (ECD) Centers;
(2) Building community awareness;
(3) Monitoring survival swimming lessons for children and
(4) Leading national and local advocacy initiatives
With its pilot water safety program in Khao Lak, Save the Children is planning to protect 38,000 children from injury or death and intends to raise 200,000 people’s awareness. Save the Children will also conduct swimming lessons with 600 children age 8 to 12. The project will be launched in September 2016 and will run until March 2019.
The purpose of this consultancy
Save the Children will hire a consultant to conduct community outreach and trainings in selected primary schools and an Early Childhood Development Center in Khao Lak, Phang Nga Province with the following objectives:
1) To prevent children under five year old from drowning through promoting improved supervision and conducting water safety train trainings in primary schools and ECDs.
2) To raise community awareness of water safety
A consultant will be hired to conduct community outreach and training organization. The following is the outline of a suggested process; however, it would be expected that this would be further refined by the consultant. The aforementioned activities shall be undertaken based on the Save the Children International requirements and must be in line with Save the Children’s ethical guideline

Note that all deliverables will be reviewed and must be approved by the Save the Children Phang Nga Field Coordinator and or Sr. Child Safety Programme Coordinator
The Consultant will work closely with Phang Nga Field Coordinator and or Sr. Child Safety Programme Coordinator on planning of workshop trainings, children camp and the development of media.
Save the Children will provide technical support as necessary in a timely manner.
The consultancy service period for the whole assignment is from December 2016 to May 2017.
The consultant is requested to submit the proposal and detailed budget, e.g. transportation, accommodation, etc. with their application letter. The financial competitiveness of the fee will be considered in the selection process.
3% withholding tax will be deducted from the individual.
