Background/IRC Summary:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.
Promoting Sustainable Protection Measures for Vulnerable Displaced People across the Thailand-Myanmar Border project promotes the rule of law / legal principles and access to justice for Burmese Displaced People in Thailand. Established in July in 2016 in coordination with, and building on the Legal Assistance Center and the Project for Local Empowerment (PLE), this protection project will serve displaced people both in the camps and along the Thai-Myanmar Borders, and focuses on maintaining and expanding sustainable and equal access to justice as well as strengthening cross-border protection coordination to ensure safety of the most vulnerable displaced people through different activities.
Job Overview/Summary:
Under the direct supervision of the Community and Durable Solution Manager, the Senior Community and Durable Solution Officer will assist in designing and providing information on preparation for return and durable solutions to displaced people and communities along the Thai-Myanmar border in order to promote sustainable protection measures for vulnerable displaced people through strengthening of cross-border protection coordination and expansion of sustainable and equal access to justice. The Senior Community and Durable Solution Officer will assist in conducting training on Alternative Dispute Resolution (ADR), the principle of Thai national laws, policies and regulations, Thai and international justice system frameworks, human rights mechanisms and other potential issues that might affect the rights of displaced persons. The Senior Community and Durable Solution Officer will also support the Community and Durable Solution Manager in cultivating contacts with Thai authorities, community-based organization, non-governmental organizations and other project stakeholders. In addition, the Senior Community and Durable Solution Officer will provide technical support to camp-based assistants and assist in organizing general awareness and outreach activities, including media campaigns in different settings.

External: UN agencies, civil society organizations, Thai government agencies, community-based organizations, non-governmental organizations, and other relevant stakeholders
POSITION REQUIREMENTS (Candidate selection will be based on the criteria described below.)
Education
- University degree in relevant fields
Work Experience and/or Demonstrated Abilities
- At least 3 years of direct experience in legal and human rights training for displaced people or people of diverse ethnic background.
- Demonstrated working experience in law and/or judicial system.
- Experience in designing training modules and activities for the displaced people or people with diverse ethnic background is desirable.
Skills
- Excellent interpersonal, communication and training skills
- Ability to handle multi-tasks and sensitive issues
- Effective project management skills desirable
- Ability to deal with traumatized people in an effective and compassionate way
- Computer literate
Language(s)
- Fluent in Karenni and Burmese is essential; working knowledge of Thai is highly desirable; working knowledge of English and Karen is an advantage
Other
- Knowledge of displaced persons both in and outside camp situations
- Awareness of political effect on the quality of life
- Able to travel regularly along and cross Thai –Myanmar border
