Department/Country Program Description/Mission (Briefly describe your department’s / country program’s core functions or mission)
ARC maintains and strengthens a healthy and safe environment for refugee women, children, and families. Services provided include: access to comprehensive, quality primary health care; gender based violence (GBV) prevention/response services; training; and refugee/community capacity building and integration. The project focuses on: health and nutritional needs for pregnant women and children under 5; increasing community awareness, treatment and prevention of disease; strengthening GBV prevention and response; and income generation capacity to meet community and individual needs.

The purpose of the position is to support the program, administrative, and refugee staff by providing vehicle transportation and miscellaneous support.
Major Areas Of Accountability (List the primary duties and responsibilities of the position as simply, yet completely as possible. Include the average percentage of time spent on the duty/responsibility. Generally, these are no more than ten (10) major responsibilities.)
Primary Duties/Responsibilities % of time
- Take safety precautions and operate vehicle in a safe manner
- Absolutely no consumption of alcohol is allowed 12 hours before driving a vehicle. Use of any illegal drugs is not allowed in the ARC workplace, which includes the vehicles.
- make sure that all passengers have seat belts fastened before the vehicle moves (even on short trips)
- maintain safe following distance behind vehicle in front (1 vehicle length/15 kph)
- drive defensively: keep a margin of safety around the vehicle
- adjust speed for road conditions: drive slower on wet pavement
- obey traffic signs and regulations
- keep the vehicle in the appropriate lane
- use parking brake only for parking vehicle after stopping
- be well-rested before starting driving duty
- Coordinators have the right and authority to instruct drivers to drive slower or follow safe driving habits. Drivers must comply with these instructions to drive safely.
- Keep vehicle clean, safe, and in good working order.
- Follow ARC policies regarding vehicle usage, safety, and security.
- Use vehicles for ARC business, not personal use:
- Do pre- and post-check when using vehicle
- safety
- supplies, emergency kit, first aid kit
- operating condition
- cleanliness
- security
- Make sure vehicle is secure:
- take precautions to lock vehicle
- park vehicles in secure location when driver is off
- Keep vehicle mileage and maintenance logs when operating a vehicle.
- Assist ARC staff in administrative or program duties as needed.
- Assist ARC staff in communicating with agencies, offices, staff, shops, camp personnel, etc.
- Assist ARC staff in arranging program logistics. 40%
- Ensure to set up the STU activity using ARC’s tools (in particular):
- Recruit and train the workforce and daily workers;
- Allocate the on-site workforce according to instructions given by the WASH assistant, Sanitation team leader
- Carry out work according to technical guidelines;
- Take the responsibility of the STU call centre and on the money received by the STU business (desludging activity, selling fertiliser, etc.);
- Respect deadlines established with the Civil Work Team Leader;
- Supervise operational teams, contractors and communities, and ensure the best use of available resources
- Support for planning of desludging activities and follow up
- Establish safety measures for each activity and ensure that these rules are respected by the workforce under his/her supervision;
- Participate in evaluating the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs;
- Control the impacts of our activities on the environment and propose solutions to reduce / mitigate them;
- Anticipate any issue which could interfere with the work of the STU team and / or the mission projects;

Reporting/communication /representation
- Pass upward to the WASH assistant, Sanitation team leader / WASH coordinator any information on the security situation or on any event that could impact ARC activities and / or could impact the safety of the teams;
- Participate in drafting internal reports (assessment, monitoring, and evaluation) & ensure that all reports are delivered on time;
- Maintain a local operational communication network and good relations with field authorities (Camp Committee, MoI, etc.) and local CBO / organisations / INGO, etc.;

Miscellaneous
- Adhere to established safety/security policies and procedures.
- Adhere to prevention of sexual abuse and exploitation code of conduct, sexual misconduct policy, and consensual relationships policy.
- Other tasks as assigned by the administrative assistant or coordinators. 5%
Technical Skills & Knowledge Required (List the important technical and professional skills and knowledge required to do the job well. Include years of experience required.)
- Valid truck driver license for at least one year.
- Good driving record.
- Karen and/or Burmese language skills preferable.
