Position/Title:             CWT Monitoring and Systems Analyst

Project – USAID Wildlife Asia

The USAID Wildlife Asia Activity seeks to significantly reduce wildlife crime in Southeast Asia and China by employing a comprehensive regional cooperation approach. Specifically Wildlife Asia will (i) Reduce consumer demand for wildlife and wildlife products in target areas; (ii) Strengthen regional law enformedment capacity and coordination; (iii) Increase commitment to addressing counter wildlife trafficking (CWT); and, (iv) Support the USAID Regional Development Mission for Asia’s (RDMA’s) regional coordination of CWT stakeholders and efforts to strengthen the US Government (USG) interagency CWT initiatives.

Wildlife Asia is the first Task Order under the USAID/Asia Counter Wildlife Trafficking (CWT) Indefinite Delivery, Indefinite Quantity (IDIQ) contract, and has an esimated value of $23 million for five years. Wildlife Asia’s geographic scope includes all ASEAN countries, with a focus on the Lower Mekong (Thailand, Laos, Vietnam, and Cambodia) and China. The species of primary interest include: elephants, (ivory), pangolins, rhinos (rhino horn), and Asian big cats.

Role

The CWT Monitoring and Systems Analyst will lead activities related to improved information on spieces and threats.  

Responsibilities

The CWT Monitoring and Systems Specialist shall be responsible for carrying out the following activities:

Initiate and conduct activities related to improve data collection and analysis protocols for species monitoring.

• Direct regular species status and threats monitoring Support the development of economic valuation studies related to the illegal trade of wildlife;
• Supervise efforts to improve existing data collection and analysis protocols for species status monitoring and threats assessments of ASEAN’s Center for Biodiversity and relevant partners, when and where needed; and

• Support the establishment and implementation of surveillance and analysis programs that can be sustained by host country governments, regional coordinating groups, and other anti-poaching and wildlife trafficking organizations in South East Asia and China, if supported by USAID.

• Publish and/or disseminate this data to the public, as appropriate.
• Contribute to monthly, quarterly, and annual progress reports on monitoring and surveillance activities.
• Contributed to the development and implementation of work plans, monitoring of project indicators, and overall planning and implementation of project activities.
• Collaborate and supervise consultants and subcontractors as required to implement technical activities.
• Complete any other duties/activities as directed by the Chief of Party in line with the Project’s objectives.

Reporting

The CWT Monitoring and Systems Analyst will report to the Partnership Specialist.

 Qualifications

• A minimum of 5 years of experience in environmental data collection and analysis
• Advanced degree in environmental sciences, systems development, or related degree.
• Preferably has experience in advanced electronic wildlife tracking systems.
• Preferably has experience addressing wildlife trafficking challenges in the ASEAN region
• Must be fluent in English and currently live in Thailand
