Title: Knowledge Sharing Officer
Reports to: Disaster Risk Management Delegate
Duration: 6 months (Temporary)
Purpose:
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 190 member National Societies. The Organisation acts before, during and after disasters and health emergences in order to meet the needs and improve the lives of vulnerable people. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade.
Southeast Asia region comprises 11 National Red Cross Red Crescent Societies: Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Timor-Leste, Thailand and Viet Nam. All National Societies (NSs) are much known and highly reputed institute in their respective countries. They have institutional network of volunteers and experiences working in disaster response, Recovery and Development programmes. In line with our global commitment to resilience the Bangkok Country Cluster Support Team Community Safety and Resilience Unit’s key task is to provide an additional capacities and resources for IFRC country delegations and National Societies to effectively meet the growing needs of vulnerable communities in reducing their exposure to risk by strengthening safety and resilience clearly focusing at community level.
At the end of 2013, a three-year initiative aiming at building regional Capacity and Collaboration for Community Resilience in South East Asia was launched to further strengthen existing programme and strategies and plans in the region, in particular the focus on DRR advocacy and humanitarian diplomacy, aiming at persuading decision makers and opinion leaders to act in the interest of vulnerable people and with full respect for fundamental humanitarian principles. Disaster Risk Reduction, Environmental Changes, Gender, Partnerships and Humanitarian Diplomacy are the key priorities identified in the region as well as highlighted from Strategy 2020.
The CSR Unit has identified that sound information management is a key enabling factor of capacity-building, knowledge sharing, coordination and – ultimately - advocacy. An online library was created in 2011 and has been enriched continuously with tools, reports other reference materials from National Societies, IFRC and other partners in the region until 2012.
In 2014, the existing online library has been resumed and reactivated on google site as an online knowledge sharing platform. In order to facilitate the participatory approach of the knowledge management effort, the platform is being migrated to a new WordPress platform. The new platform is currently being populated and will soon be disseminated for wider circulation and participation from the 11 National Societies of Southeast Asia.
Job purpose
Under the management and guidance of the DRM Delegate, the Knowledge Sharing Officer will be responsible for the overall management of information and knowledge within the CSR team and in coordination with other departments of the Bangkok CCST and 11 National Societies in Southeast Asia.
This particularly includes continuing the effort online Knowledge Sharing tools and process development, particularly of the Resilience Library, including resource collection, outreach and communication with the focal points in the National Societies, and ensuring that the resources gathered are available online at Resilience Library. Furthermore, the KIM Officer will provide technical support to the CSR Programme activities in relation with data management, surveys, mapping and other as required.
