Abt Associates seeks an Accountant for the USAID Clean Power Asia activity in Bangkok, Thailand. The Accountant will support the Finance and Administrative Manager in the performance of all accounting duties for the activity, including design and implementation of accounting systems and internal and external financial reporting.

The Accountant will manage all bookkeeping activities, bank accounts and cash flow to ensure that sufficient funds are available for effective implementation of the Clean Power Asia activity. Additionally, the Accountant will apply adequate and appropriate internal controls to meet generally recognized accounting standards and ensure compliance with USAID regulations and Abt Associates’ policies and Standard Operating Procedures. S/he will report to the Finance and Administrative Manager.

Candidates must have experience in accounting. Experience working with a USAID project preferred. Candidates must have demonstrated strong organizational skills and resourcefulness, as well as completely fluent spoken and written English.

Key responsibilities

  • Manage all program bookkeeping, bank accounts and cash flow
  • Assist with payroll for local staff
  • Ensure that all financial transactions are consistent with policies and regulations of USAID, Abt Associates, and the government of Thailand
  • Enter financial data in the accounting software system and submit to HQ monthly financial reports
  • Maintain project bank accounts and ensure proper monthly bank reconciliations
  • Compile supporting documents for each invoice and payment request, ensuring that files are clear and complete
  • Provide upkeep for the financial filing systems, both hard copy and soft-copy files
  • Perform other duties as designated by the supervisor
  • Ensure subcontractors and project expenditures including procurement comply with USAID regulations
  • Compiles monthly and quarterly financial reporting including field reports on all accounts
  • Monitors monthly financial performance in relation to budgets and forecasts, obligated funds, commitments, and advances to subs and consultants, and assist in preparing any necessary revisions
  • Provides detailed analysis of costs, budgets, contract, and funding agency requirements as needed

 

Skills/Knowledge Required        

  • Degree in accounting or business administration or related field
  • 5 years work experience in financial or managerial accounting
  • Previous experience in accounting for USAID projects in Thailand preferred
  • Evidence of ability to, within USAID financial and management systems, regulations and reporting requirements, be creative and flexible
  • Skill in organizing resources and establishing priorities
  • Strong oral, written and presentation skills in English
  • Ability to gather data, compile information and prepare reports
  • Strong computer skills (word processing, graphic programs and excel spread sheets)
  • Familiarity with the USAID procurement process strongly desired
