Save the Children International is looking for a Technical Consultant for Disability Inclusive Disaster Risk Reduction (DiDRR) Component of the Disaster Risk Reduction (DRR) and Comprehensive School Safety (CSS) Project in the Deep South of Thailand

 

JOB TITLE:  Technical Consultant for DiDRR

TEAM/PROGRAMME: DRR and Road Safety                LOCATION: Thailand

Background

Save the Children in Thailand, in collaboration with local partner - Luuk Rieng, is implementing a Disaster Risk Reduction (DRR) project called “DRR and Comprehensive School Safety (CSS) in the Deep South of Thailand (The Alert Little Tun)”, funded by USAID/OFDA (Office of US Foreign Disaster Assistance). This project aims 1) to improve the knowledge and skills of schools and local communities in disaster risk reduction (DRR), in the southern border provinces of Thailand and, 2) to integrate lessons learned into national policy through the Comprehensive School Safety program. The project commenced on 1st March 2016 and will be implemented for 15 months.

As a key innovation designed to influence local, national and regional approaches to DRR education, the project will work together with disability inclusive DRR experts, as well as with the staff and students of the Yala Inclusive Education Center, in order to develop, design and pilot a Disability inclusive DRR (DiDRR) education program specifically targeted at children with disabilities. The experience gained by Save the Children in this project will be shared with partners in the Thailand Safe Schools Network in order to move forward towards a truly disability inclusive DRR training package for all schools in Thailand.

This project makes use of the unique position of Save the Children as a national and regional leader on child-friendly DRR and Comprehensive School Safety to address the urgent and distinct DRR needs of the communities in the target provinces as well as to influence DRR policy and curricula at the national level to make it more sustainable, coherent, child-friendly and disability inclusive across the country. In this way, the project will make a concrete and lasting contribution to safeguarding children’s right to safety and security in schools, and to educational continuity.

Purpose of Consultancy

Building on the rich experience of Save the Children Thailand on child-centred disaster risk reduction (DRR) and Comprehensive School Safety (CSS), a consultant is sought to provide technical expertise in developing and leading disability-inclusive disaster risk reduction strategies for the project, “DRR and CSS in the Deep South of Thailand (The Alert Little Tun).” This consultancy expects to guide the project implementation team and partners in undertaking DiDRR initiative with partner schools through the development of a project DiDRR framework and strategies and the implementation of a DiDRR orientation workshop for staff, partners and target schools.

Scope of Consultancy

In close coordination and consultation with the Project Implementation team, the consultant is expected to undertake the following main tasks:

Develop a DiDRR program/strategy for the “DRR and CSS in the Deep South of Thailand (The Alert Little Tun),” based on accepted standards, principles, and frameworks on DRR and DiDRR;

 

Design and lead the facilitation of a DiDRR Orientation/Training Workshop for SC staff and partners to provide deeper understanding of risk and how they are intensified for at-risk groups such as children with disability, to introduce different DiDRR framework/models and practical tools as well as to familiarize the team and partners with disability etiquette and language; and

 

Provide overall technical support and guidance (including the Alert Little Tun IEC material) in piloting the DiDRR program/strategy to identified school/s in the Deep South.

In undertaking the above tasks, the consultant is also expected to accomplish the following:

Regularly discuss and report to the Senior Child Safety and DRR Officer and/or Project Coordinator, on the developments or any concerns related to the above tasks or the overall consultancy work;

Consult with the project implementation team for information validation or prior direct coordination with partners or target schools for the implementation of activities.

Period of Engagement

The consultancy service period is from 25th July 2016 to 31st March 2017

Qualifications and Profile

- Completed university degree (Masters or Higher preferred), from a reputable academic institution, preferably in Disaster Management, Disaster Studies, Disaster Risk Reduction or related field in Social Sciences

- Have a good understanding of disaster risk reduction (concepts principles and frameworks

- Experience in disability-inclusive disaster risk reduction

- Familiarity or experience in the Thailand Deep South context

- Thai and English language proficiency

- Ability to work within strict deadlines

- Self-awareness, cultural sensitivity, flexibility and adaptability, resilience

Management of Consultancy

The consultant will be directly reporting and be accountable to the Senior Child Safety and DRR Officer. At the same time, Save the Children, as represented by the Senior Child Safety and DRR Officer, will approve all outputs or documents developed by the consultant, related to the consultancy engagement.

Consultancy Budget

The consultant is requested to submit the proposal, work plan and detailed budget with their application letter. The financial competitiveness of the fee will be considered in the selection process.

Submissions for the consultancy

The submission must address the terms of reference and include:

- Name and contact details of applicant

- Resume of the lead consultant

- A cover letter outlining the relevant experience and expertise of the consultant and initial ideas on the approach to be taken the achieve the consultancy objectives

- A draft summary proposal of the consultancy scope, design, methods, and implementation approach (maximum 5 pages)

- A detailed quotation/budget plan in THB for the whole assignment
