The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP is well known for its ability to deliver food assistance rapidly to people in need. In order to continue responding effectively to challenging contexts while also contributing to longer-term efforts to end hunger, WFP is in the process of integrating its supply chain, which will have procurement as an integral part. WFP’s Supply Chain will provide support to the host governments on wide range of supply chain/procurement related issues and emergency preparedness.  The main directions being:  introducing and implementing different transfer modalities (food in-kind or cash interventions); support national safety nets; responding to the emergencies when and where required; supporting national governments in their procurement activities; supporting development of nutritious food production; and promoting food safety and quality procedures for existing production plants.

The Regional Bureau for Asia and the Pacific provides strategic guidance, technical support and direction to WFP country operations in 20 countries. In addition, the Regional Bureau acts as a rice procurement hub for WFP international purchases and supports procurement of goods and services. WFP is seeking suitably qualified THAI nationals for the Procurement Associate position, who will play an important role in supporting the regional bureau and country offices in all procurement activities; will provide deep knowledge of international commercial markets and good understanding of public procurement. The incumbent will provide guidance to the country office procurement units; provide operational support when and where required; including deployment during emergencies.

Within this role, the Procurement Associate demonstrate responsibility and initiative to respond independently to queries and problems with only general guidance. He/she requires to use judgment in dealing with unforeseen problems on a daily basis.  Procurement Associate have a level of expertise and knowledge to adapt and contribute to the development of systems and processes in order to continually improve the level of support provided. He/she may supervise, provide technical advice, coach and coordinate a team of support staff.

Key Responsibilities:

Provide operational coordination and administrative services, to support procurement projects and activities, following standard processes and contributing to the effective procurement of goods and services.

Identify and recommend potential suppliers, and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.

Review, record and priorities purchasing requests, and provide support to requisitions, in order to support the procurement of appropriate goods and services, at lowest cost to WFP.

Contribute to negotiations with new suppliers on terms and conditions of orders, alongside a senior officer, in order to obtain the best terms and lowest costs for WFP.

Prepare Purchase Orders, contracts and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, to enable the swift purchase of goods and services.

Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.

Research, collect and analyze data in order to produce reports to enable informed decision making by Procurement Officers, and consistency of information presented to stakeholders.

Manage updates and further develop databases and records, to ensure information is accurate, organized, and available for others to access, and supports reporting requirements.

Maintain relationships with internal counterparts, to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food or cash transfer assistance needs.

Come up with annual procurement plan of goods and services procurement for the regional Bureau. 

Follow standard emergency preparedness practices to support WFP to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

Provide technical support to the country offices in South East Asia and Oceania.

Key Responsibilities (Continue):

Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.

Undertake procurement on behalf of the country offices as and when required

Actively participate in regional projects and together with Senior procurement officer provide guidance and oversight on technical level

Perform other additional tasks as required.

Qualifications:

Education:
Minimum secondary school education. A post-secondary certificate in the related functional area. University degree in supply chain management, business administration, economics or related fields would be an advantage.

Experience & skills:

Relevant years of progressively responsible support experience, preferable 6 or more years, in a procurement, logistics, supply chain or other related fields. 

Demonstrated familiarity with locally purchased commodities/goods/services (e.g., cash based, in-kind donations).

Experience conducting supplier research and coordinating with retailers, wholesalers and traders.

Demonstrated knowledge of procurement processes and linkages with other operations (e.g., logistics).

Experience of contracting financial services is desirable.

Professional experience with SAP or other ERP software will be advantageous.

Proficient in the use of office equipment and computer software packages, including word processing, spreadsheet and other standard software packages such as Microsoft Word.

Fluency in both oral and written communication in Thai and English.
