~~The ICRC's Advisory Service works closely with national governments, taking into account their specific needs, political systems, and legal traditions – with a view to all States adopting IHL treaties and other relevant instruments and putting in place comprehensive national legislation. The Legal Advisor/Officer position collaborates with various government institutions, universities and national and international organizations to promote and develop the knowledge on International Humanitarian Law (IHL) and participates in seminars, workshops and training courses when requested.
Your main responsibilities:
The Legal Advisor is in charge of two main programs covering Thailand, Laos, Cambodia and Vietnam:
1. The implementation and promotion of IHL in national legislation
2. The integration and promotion of IHL in academic institutions
Your main tasks:
Monitors and advises delegation(s) on IHL and national legal matters
Performs independent research and analysis of specific legal matters
Participates in project/program reporting
Develops & maintains network with Thai and regional government authorities and academic institutions
Participates in budget preparation and monitors its programs implementation.
Contributes to the formulation of strategies to address issues related to IHL and legal matters in particular:
a. Ratification and implementation of IHL Treaties by the countries covered by the Regional Delegation
b. Dissemination of IHL to Think Tanks, universities, members of government and academic circles
Manages and monitors the implementation of defined objectives
Is in charge of the internal reporting on objectives
Manages the resources concerning his objectives
Your education and experience
Master degree in Law or equivalent, preferably emphasis on Public International Law
Very good knowledge of IHL and of national legislation
4 years work experience in a similar function
Teaching/dissemination/presentation experience
Excellent spoken and written English and national language
Very good drafting skills
