Programme Assistant (PA) – Urgently Required
Introduction
CIAI - Italian Association for Aid to Children, is an NGO (nongovernmental organization) non-political and nonsectarian that since 1968 works to promote the recognition of the child as a person and to defend everywhere their fundamental rights. APCD promote the empowerment of PWDs and barrier-free society in developing countries of the Asia-Pacific region; and support relevant organizations on disability to network, share information and develop human resources toward empowerment of persons with disabilities and barrier-free society in developing countries of the Asia-Pacific region.
CIAI and APCD aim an inclusive community for persons with disabilities in Thailand, through the implementation of a twin track approach to disability. Both organizations are about to start a project focused both on the need to reinforce the capacities of competent local authorities and service providers to eliminate barriers to inclusion for persons with disabilities and on the need to strengthen PWD capacities to demand inclusion and participate in developing inclusive strategies. Specifically the action aims at enabling local authorities and representatives of civil society to promote the participation of persons with disabilities in the social and economic life of their communities through the application of the Community Based Inclusive Development (CBID) methodology in 4 different regions and specifically North, Phayao, Province, North-eastern, Sisaket Province, Central, Kanchanaburi Province and South, Nakhon Si Thammarat Province.
In the framework of the implementation of the project “COMMUNITY FOR ALL”, CIAI and APCD are looking for Programme Assistant (PA).
The job description of Programme Assistant (PA) will be as following;
Assist the Project Manager (PM) in the management and implementation of project activities;
Assist the PM in the design of the contents of all education and communication materials;
Assist the PM in human, financial and material resources for the Operation Specialists (OS) in the four target provinces;
Assist the PM on consolidate financial monthly planning on 25th of every month and financial report of every month from OS in four provinces with consult with the Financial Manager (FM) and the PM;
Assist the PM in monitoring and assessment of the activities and performance of the Operation Specialists and assist the FM in monitoring the financial of activities based on the monthly work plan and other planned project activities;
Assist the PM on draft mission plan both technical and financial part and draft mission report for field visits for activity implementation and monitoring to the 4 provinces
Assist the PM in draft monthly reports on project activities in collaboration with other project staff;
Assist the PM in the development of all part of monthly, annual and other necessary project reports;
Assist the Financial Manager (FM) in preliminary financial arrangements of the project in collaboration with the Financial Manager, in partnership with the representatives form CIAI and APCD;
Assist the FM in preparation of the draft budget reports and draft of document support for list of payment on project activities;
Assist the FM in preliminary identify the proper account codes for each transaction and check entries for accuracy;
Ensure the employer values, guiding principles, rules and regulations are respected;
Assure the respect of CIAI and APCD procedures in line with the European Union requirements;
The Programme Assistant will be based in Bangkok and will assist or accompany with the PM to perform regular field visits to the provinces when needed in order to support the PM for the management and implementation of project activities for the Operation Specialists (OS) in the four target provinces. The PA will coordinate for logistics arrangement, including travel for PM, FM, PA and other staff in the four target provinces and other mission plan as needed;
Submit a monthly working attendance sheet of OS to the Programme Manager by the end of each month;
The decision making shall be made for the project with the acknowledgement from the PM, the FM and the CIAI-APCD committee,;
Ensure the employer values, guiding principles, rules and regulations are respected;
Assure the respect of CIAI and APCD procedures in line with the European Union requirements;
Report to the Project Manager; and consult with the Financial Manager and;
Carry out any other duties as assigned by the Project Manager.
WORK CONDITIONS:
The Programme Assistant (PA) will be based in Bangkok and will perform field visits to the provinces when needed;
The assignment will have an initial duration of 8 months (3 months trial period), Starting Date: July 2016 (negotiable)
Working Place: APCD Building, 255 Rajvithi Road, Rajthevi, Bangkok 10400;
Hours of Work: Monday to Friday: 08.30-16.30 Hours (Lunch break 12.00-13.00 Hours);
Holidays: According to APCD’s Work and Regulations.
SALARY (Depending on working experience)
REQUIREMENTS:
Bachelor degree or higher, in relating fields
Age between 25-35 years
Must possess at least 3 year of experience in related field. Some experience in project implementation is an asset.
Proficiency in English and Thai language both written and spoken;
Excellent communication skill;
Computer literacy in Microsoft Word, Excel, and PowerPoint
Very flexible, patient and with a positive attitude; Capable of working in team; Dynamic and willing to take initiative to complete tasks assigned or Problem Solving Skill; willing to learn more on the related regulations on the assigned tasks.
